War Child Holland’s programme in South Sudan

The Republic of South Sudan became the world's newest nation in 2011. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. In the end of 2013 a severe internal conflict broke out which caused the displacement of 1.3 million people.

War Child Holland has been working in South Sudan since 2006. The programme has been focused on the consequences of decades of conflict and its purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme has been achieving this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States (EES). War child is not working in the heat of the current conflict, but the number of IDP’s are increasing in the States we are working in. IDP’s are included in the programme in the EES and the number of activities for this group should be extended. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Yei and Torit.

Location: Torit

Torit town is located in Torit County, Eastern Equatoria State, in the southeastern part of South Sudan, close to the International border with the Republic of Uganda. Its location lies approximately 150 kilometers, by road, east of Juba, the capital and largest city in that country. Our field office in Torit is located in a central area and is composed of approximately 10 staff members. Main focus of our programmatic operation in Torit area is Child Education and Child Protection. Torit programmes are expected to grow in this coming year, therefore we are looking for an experienced manager that can lead the expansion.

Your challenge

As Field Location Manager (FLM) you have the overall responsibility of the programme and team in Torit. As such, you are responsible for the implementation of the programme, which is partly implemented by War Child staff and partly by local partners. You ensure that project proposals are developed, implemented, monitored and evaluated and ensure realisation of the location’s programme. Furthermore; you build capacity of the staff and local partners to ensure sustainability of the programme.You are member of the country management team and report to the Country Director (CD).

Your main tasks and responsibilities

1.Realisation of War Child’s country programme

  • Responsible for the implementation of the programme at the field location;
  • Contributes to the development of the Country Strategy and the production of the annual plan;
  • Responsible for the development and writing of project proposals;
  • Monitors local needs and developments in close collaboration with the PDM and CD;
  • Monitors and evaluates the implementation of the programme at the field location in close collaboration with the PDM;
  • Actively seeks advice from the PDM on programme content issues;
  • Supports the Country Director in identifying donors;
  • Identifies appropriate local (implementing) partners;
  • Writes progress reports to Country Director and Programme Development Manager.

2.Management of staff

  • Manages and develops the support- and (implementing) programme staff at the field location;
  • Manages the support- and (implementing) programme staff by guiding, coaching, instructing, and motivating;
  • Sees to adequate staffing in quality and quantity at the location;
  • Conducts appraisals and feedback; team development and discusses career perspectives;
  • Manages well-being of staff;
  • Ensures well functioning team and a good team spirit amongst the field location team;
  • Prepares terms of references for his/her staff;
  • Recruits support and (implementing) programme staff for the field location;
  • Reports to the CD on HR issues at his/her location.

3.Capacity building of staff & local partners

  • Builds capacity of support staff by training, workshops and day to day coaching;
  • Consults the PDM in training needs for programme staff;
  • Indicates training needs and sees to that staff at his/her location is trained;
  • Assesses and develops capacity of the local partners.

4.Maintain network of contacts/ representation

  • Ensures appropriate communications, information exchange and sharing within field team;
  • Develops and maintains productive relationships with local governments, voluntary agencies, the UN, media, donors and communities;
  • Represents War Child in meetings or coordination platforms.

5.Security Management

  • Responsible for security and well-being of all staff members and owner of security plan of the field location;
  • Develops, implements and adapts local security plan and ensures that the plan is consistent with the country security plan.

6.Logistics Management

  • Responsible for logistics management; authorizes investments and manage supplies for the location;
  • Responsible for office management & logistics, including reporting to OSM and CD on this;
  • Follows the guidelines set by the Operations Support Manager on logistics management;
  • Actively seeks advice from Operations Support Officer.

7.Human Resources administration and policy

  • Ensures that National Staff HRM policies are in place and adhered to;
  • Follows the guidelines set by the Operations Support Manager on HRM administration & policies;
  • Actively seeks advice from Operations Support Officer.

8. Finance Management

  • Maintains efficient financial control (of cash flows, local payment, etc), accountability standards, procedures and records for the location;
  • Ensures financial control is in consistence with the instructions and procedures for the country programme;
  • Responsible for day to day financial management;
  • Prepares budget and budget control;
  • Writes financial progress reports to CD, OSM and Controller at HQ;
  • Follows the guidelines set by the Operations Support Manager on finance management;
  • Actively seeks advice from Operations Support Officer.

****Profile****

Knowledge

  • Relevant academic background (social science and management) e.g. International Relations, Social Sciences, Business Administration;
  • Knowledge of participatory planning and programming methods;
  • Knowledge of finance and HR administration and tools & systems.

Experience

  • 3 years of experience in project development and implementation with an (I)NGO in an international/ humanitarian context;
  • Experienced in community development work.

Skills

  • Social and communicative skills for coaching and managing of staff and frequent internal and external contacts;
  • Written and oral expressions skills for writing proposals and reporting;
  • Required: Excellent command of English;
  • Capability to decide in tactical and operational issues;
  • Planning and organisational skills;
  • Able to assess social/ political situations and able to act in a diplomatic way in delicate situations;
  • Able to organise means & staff to reach goals.
