Under the overall supervision of the Chief of Mission (CoM) and the Senior Emergency Programme Coordinator (EC), the overall technical supervision of the Head of Mental Health, Psychosocial Response and Intercultural Communication Section and the direct supervision of the Psychosocial Programme Manager, in coordination with the Shelter and Non-Food Items (NFIs) Units and Heads of Office, the successful candidate will be responsible for the technical oversight, training implementation and the supervision of direct psychosocial support services within the framework of the United States Agency for International Development (USAID)-Office of U.S. Foreign Disaster Assistance (OFDA) funded project “*Emergency Response Addressing the Shelter/NFI and Psychosocial Needs of IDPs in Iraq*”.

\*Core Functions / Responsibilities:*****

  1. Oversee the psychosocial support activities with strict adherence to the project scope and activities as set forth in the project proposal.
  2. Asses the overall implementation of the program from a technical perspective in his/her areas of operations.
  3. Support in the overall supervision and monitoring of the psychosocial teams, consultants and professionals involved in the program.
  4. Assist in the directly implement training of Emergency Operations field personnel on the provision of Psychological First Aid (PFA), and Training of Trainors (ToT) in PFA for the affected and host populations.
  5. Train a selected group of emergency personnel in integrated provision of MHPSS in emergency and displacement contexts.
  6. Provide training of Community Focal Points in the implementation of recreational psychosocial support activities.
  7. Design the content of induction and short education sessions on Mental Health and Psychosocial Needs in forced displacement and reintegration.
  8. Provide ongoing in-service training of a group of identified lay counsellors within the community, in the provision of focused Psychosocial Support to affected persons and families.
  9. Provide overall monitoring and technical advices for community, women, and youth groups/spaces and direct counselling services in exceptional circumstances.
  10. Coordinate with the IOM Mobile Psychosocial Teams the identification and referral of people with pre-existing and emerging mental disorders to appropriate care/available institutions.
  11. Provide updates and monthly reports of project activities and progresses.
  12. Perform such other duties as may be assigned.

****Emergency and Crisis****

  • Coordinates actions with emergency response actors and making use of coordination structures;
  • Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors;
  • Establishes and maintains effective relationships with implementing partners;
  • Makes correct decisions rapidly based on available information.

\*Required Qualifications and Experience*****


  • Master’s degree in Counselling Psychology, Social Work or a related field from an accredited academic institution with two years of relevant professional experience in international humanitarian contexts ; or
  • University degree in the above fields with four years of relevant professional experience in international humanitarian contexts.
  • Professional accreditation with a recognized psychological association-society is a distinct advantage.
  • Certificates in the domain of Dramatherapy, Social and Applied Theatre, Art Therapy and Dance Movement therapy are an advantage.


  • Experience in Counselling Psychology;
  • Experience in designing and implementing psychosocial support programs in emergency situation;
  • Knowledge and experience in facilitating training and awareness sessions;
  • Experience in direct provision of services in emergency setting an advantage;
  • Familiarity with the region is an advantage.


Fluency in English is required. Working knowledge of Arabic and Kurdish is an advantage.


  1. Duty stations would be in Baghdad or Dohuk.
  2. Screening for some communicable diseases may be required for Iraq visa issuance.
