Emergency Response Manager - Europe


We are advertising for an Emergency Response Manager (ERM) who will be responsible for the overall management of the European refugee emergency response in the field (currently Serbia/Macedonia and Greece). The programme portfolio includes NRCs core competencies; ICLA (Information, Counselling and Legal Assistance), Camp Management, WASH/Shelter and distribution. The programme is planned to be of a light nature, and will seek to respond to needs for a limited period of time until more formalised and structured mechanisms are in place.

This is a 3 months assignment with the possibility of extension

Job Description:

Responsible that the response is delivered according to NRC standards, to support programme/project development and implementation
Develop strategies for the Emergency projects on national/local level
Monitor the Emergency projects and ensure high technical quality and synergies
Prepare/verify proposals related to this sector
Evaluation, review and quality control of Emergency programmes
Identify trends in conditions/standards and donor priorities and assess better ways to assist
Identification, training and development of staff
Ensure adherence to Emergency tools and handbooks and other NRC policies, as well as donor regulations
Develop partnerships in the humanitarian community and coordinate with authorities at local, regional and national level
Budget and administrative responsibility for Emergency programme
Develop NRC Emergency Response strategy (if response is extended beyond current 3 months)
Contribute to the development of NRC’s Country strategy, action plan and activities plan and priorities in the Emergency sector


Minimum 5 years’ experience from working as an Emergency Manager in the humanitarian sector
Experience from working in complex contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Knowledge of the context in Western Balkans/Greece
Fluency in English. Greek and/or Serbo-Croat language skills an asset
Experience of managing a variety of donor contracts (EU/ECHO etc)
Skills in monitoring and evaluation
Knowledge about own leadership skills/profile
Valid driver’s license
Proven communication, interpersonal, representation, negotiation and leadership skills
NRC experiences an asset
