For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
MdM’s Strategy is focused on improving access to health for vulnerable populations, and strengthening capacities of local health partners.
-In Turkey (i.e. Reyhanli, Diyarbakir, Batman, Sirnak, Izmir, Istanbul), MdM supports refugee and migrant populations by providing primary, sexual, reproductive health care and psychosocial support services. Services are delivered through Turkish Partners.
-In Syria (i.e. North Idlib), MdM provides health care services and basic reproductive health services to displaced and vulnerable population through direct implemented activities.
-In Syria (i.e. Aleppo, rural Damascus and Deraa), MdM provides emergency medical relief/support to doctors working in Syria (Help inside from Turkey, Lebanon and Jordan), through cross-border partners.
Since mid-2013, no expatriates enter Syria. In 2016, MdM Turkey-Syria Mission is planning to employ more than 120 staff, including 18 international staff. New MdM Offices in Istanbul and Izmir are planned to open early 2016.
TASKS AND RESPONSIBILITIES:
As Field Coordinator you will report to the Deputy General Coordinator. You will supervise the overall MdM North Syria project team and ensure the close collaboration between the logistic, medical and administrative departments and the good team spirit.
You will ensure smooth implementation of the project according to project proposal including budget monitoring of activities and continuously guarantee the humanitarian and security situation in the field and timely inform the general coordinator.
More specifically, you will :
1/Base Management Oversee and coordinate the general functioning of the base and all departments, ensuring an information flow and a team spirit.
-Ensure the implementation of the program and its follow-up
-Continuously assess the needs & adjust the programmes to the needs in collaboration with the coordination team
-Draw up plans, proposals and budgets for new projects/extensions of projects in relation with the relevant team
-Ensure all projects are compliant with MdM and donors procedures;
-Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently;
-Ensure regular communications are maintained between the different departments and act as a mediator when necessary;
-Be responsible for accurate budget control and overall responsibility for financial management at the project site in line with project proposals;
-Monitor expenditure and budget compliance on a regular basis, report any concerns to the Administrative Coordinator and develop plans to mitigate any under or over expenditure at project level.
4/Human Resource Management
Contribute to recruitment and selection of staff
Are responsible for national staff selection, recruitment, disciplinary and grievance procedures
Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
Support team members professionally and organise regular team meetings for planning and reporting purposes
Carry out appraisals as per MdM standard requirements and procedures
Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
Are responsible for capacity building and training of national personnel
Monitor human resources compliance with MdM HR process and report any concerns to the Admin/HR Coordinator
Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties
-Participate on a regular basis to all relevant meetings and be collaborative and build a strong relationship with all partners working in the area;
6/Safety and Security Management
Ensure team security and safety in a highly changeable and volatile security environment in collaboration with the coordination team
Proactively monitor the political, military and security situation in the project areas and update the Logistic Coordinator / General Coordinator accordingly
Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the Coordination Team.
Ensure timely and accurate security / incident reports are sent to the General Coordinator
Elaborate monthly coordination report with the coordination team
Ensure regular contacts with General Coordinator
Participate to proposals & reports to donors
Be in charge of documenting and updating Program key Data and Information

SKILLS AND EXPERIENCE NEEDED:
You have at least 5 years of humanitarian experience and at least 2 years of experience as Program/Field Coordinator
You a a proven record of Security Management, project Management and monitoring skills
You have proven managerial experience
You have strong communication and reporting skills
A solid experience in the Middle East would be a strong asset
You have a strong interpersonal and intercultural skills
You have an ability to work under high pressure
Languages: English fluent; Turkish and/or Arabic and/or French are an asset
