We are looking for:A WASH PROGRAM MANAGER - KRI

Country: In The Kurdistan Region of Iraq, based in Erbil

Context: ACF's intervention in KRI started as a response to the sudden massive influx of people fleeing Syria during the crisis in August 2013 through WASH and Protection interventions in Erbil and Dohuk Governorates. In Erbil, ACF opened a representation and an operational office since August 2013. ACF Erbil is currently engaged in providing assistance to the Syrian refugees through WASH and MHCP activities in six camps, four of which situated in Erbil governorate, and two in Ninewa governorate. The total population targeted by the WASH team is over 25,000 individuals. The current intervention is financed by UNHCR (3,248,605,349 IQD) and has started in January 2015, partially as a continuation of a 2014 project. As of October 2015, ACF’s team includes 52 staff in Erbil base, including 22 WASH staff.

Geographical Areas of Intervention:Camps and Programs in Kurdistan located in Erbil Governorate (Qushtapa, Kawergosk, Basirma, and Darashakran refugees camps)

Length of contract: 6 months to 12 months starting from the 28th December

The position: Under the supervision of the Field Coordinator, you will be responsible to identify and implement Water, Sanitation and Hygiene (WASH) activities with a high coverage, in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.

More specially, you will be in charge to:

Contribute to consultations on strategy and the positioning of the WASH Department

  • Ongoing, systematic, and thorough analysis of the humanitarian situation in respect to WASH and of the context of intervention in your field of activity;
  • Participation in defining the strategy in your technical sector of intervention and of the sectoral strategy at national level
  • Participating, in the development of the WASH section of the Emergency Preparedness and Response Plan (EPRP) in your area of intervention Promoting transversal integration of the WASH sector with other sectors, in collaboration with the Field Coordinator

Identify needs and contribute to project formulation

  • Identifying humanitarian needs in the field of WASH and in your area of intervention
  • Including target populations and local actors in the identification of needs and in the modalities of the response
  • Participation in formulating WASH programs and contributing to writing the WASH sections of project proposals

Ensure the implementation, monitoring and reporting of WASH projects

  • Implementation of the WASH program in line with the logical framework of the program, the budget, and the logistical and administrative procedures of ACF
  • Identifying the technical constraints associated with project implementation. Proposing innovative technical solutions in response to such constraints
  • Identifying and implementing safety measures for both the teams and the wider population (construction sites, community based work…)

Contribute to program quality and accountability processes and measure program impact

Participate in the coordination, representation, and partnerships of ACF in your area of intervention

Supervise and manage the team

Contribute to capitalization and technical development in your sector

The applicant: You hold a Civil Engineering or Hydrogeology master Degree or equivalent. You have a significant experience in Humanitarian WASH activities (water network, sanitation, hygiene promotion, etc)
Recognized for your ability to manage priorities and take decisions. Good experience in coordination with other organizations and local partners is necessary.

Status :Salaried - Gross monthly salary ranging from €1600 to €1975 Food and hygiene expenses, per diem, transportation costs, collective accommodation and medical insurance 25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
