MAIN TASKS OF THE EXPATRIATE
Under the direct responsibility of the North & Central Programme Coordinator you will be responsible for the management of HI emergency responses.
Due to the nature of operation, you will be in functional links with the programme coordination based in neighbouring countries, with HQ desk and technical advisors teams.
Within the mission, he/she will be in charge:
Responsibility 1: Set up rapid response capacities
Objective: improve responses to beneficiaries’ emergency needs and demands.
Expected result: a rapid response platform is set up and functional
Tasks & responsibilities:
•Lead the setup of a rapid response platform
•Lead the design of common operational tools
•Lead the design of monitoring tools and systems to ensure transparency on process and activities’ outcomes.
Responsibility 2 (coordination): ensure the overall coordination and management of Rapid Response
Objective: beneficiaries’ emergency needs are answered on a coordinated way
Expected result: joint and coordinated rapid response are triggered
Tasks & responsibilities:
•Formalize tools and process to facilitate information sharing on the humanitarian situation through secondary data review, regular exchanges with humanitarian stakeholders: conflict dynamics, population movement, humanitarian access, etc.
•Produce reports / information and share it
•Organize coordination meetings
•Coordinate rapid needs assessment
Responsibility 3 (project management): responses are implemented in coherence with HI and donors standards and regulations
Objective: Optimize rapid responses in their qualitative and quantitative dimensions.
Expected results: project programming and implementation are in accordance with HI and donors standards and regulations.
Tasks & responsabilities:
•Ensure the necessary projects Programming, Monitoring and Evaluation systems are in set up in accordance with HI M&E policy and donors requirements;
•Coordinate technical, financial supervision and monitoring of the projects in close relationship with relevant teams at field and HQ level.
• Ensure the quality of all documents produced by projects;
•Validate all project progress and financial reporting documents related to program (internal, donors);
Responsibility 4: Manages the RR team
Objective: To develop team’s autonomy and performance
Expected results: direct reports' satisfaction with management; quality of the assessments carried out; compliance with HI’s HR procedures and policies, staff turnover, quality and consistency of decision-making
Tasks & responsabilities:
•Supervise and lead the team, set objectives and appraise staff under direct line management
Responsibility 5 : support the mission to design and implement operation framework
Objective: HI operation frameworks are meeting Vulnerable / Persons with Disabilities and partners needs
Responsibility 6 : if requested support the mission to represent HI and promote all aspects of its mandate
•Minimum 3 years’ experience in Rapid Response mechanisms management position preferably within emergency set up
•Advanced planning, assessment, analytical, leadership and management skills
•Skills and experience in funding proposal development
•Experience in dealing with donors
•Good knowledge of Middle East
•Strong working knowledge of English (spoken and written) / Arabic a plus
•Excellent networking capacities
•Flexibility to travel
•Good communication capacities
•Knowledge of computers and Microsoft applications
-Duration: 6 months with possible renewal
-Status: salaried contract according to experience
-Remuneration: according to HI salary grid
-Start: November 2015
-Living conditions: guesthouse shared with other expatriates (no charges)
