Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
Handicap International is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Handicap International recently merged its Mine Action Division with its Emergency Response Division to create the Humanitarian Action Division.

Handicap International is now composed of 2 operational divisions:

  • Humanitarian Action Division
  • Development Action Division

MISSION CONTEXT

The Middle East continues to experience high levels of violence and displacement with no end in sight. In many ways, the region is undergoing a massive humanitarian crisis compounded by an uneven emergency response and critical access constraints hampering the delivery of assistance to millions of civilians in a violence and abuse-prone environment.

Almost five years after the start of the Syrian crisis, the death toll continues to rise, with over 250,000 people killed, over 1.5 million people injured and over 6.6 million Syrians fleeing their homes to seek refuge in other parts of the country and 4.3 million in neighboring countries . Syrian refugees represent almost 250,000 refugees living in Iraq as of March 31, 2015.
While the humanitarian response in Kurdistan Region of Iraq (KR-I) – where approximately 870,000 internally displaced persons (IDPs) are located – has been relatively organised since the beginning of the crisis over a year ago, most of the displaced populations remain in the periphery of KR-I, in the disputed territories. Recent military developments on the north and western fronts have resulted in a drastic increase in population displacements.
Access to displaced populations remains the main challenge. The displaced population is widely spread and is moving frequently within the host communities. Their identification and the rapid response to their essential (both basic and specific) needs require outreach capacities and a flexible, evolving and reactive set-up. A number of returns to IDP’s areas of origins have also been reported.

Handicap International (HI) started its activities in Iraq in 1991.
Current operations are implemented in direct intervention and through local partners in Kurdistan Region and contested areas. The process is also underway to expand operations in central Iraq.
The program currently implemented in Iraq includes the 3 following main components:

  • Long-term development projects: support to civil society, access to services…
  • Emergency response for Syrian refugees and Internally Displaced Persons
  • Mine Action component: risk education, victim assistance, clearance preparedness…

Activities: Identification of Persons with Injuries and / or Disabilities at hospital, care houses, camps and communities levels; Provision of rehabilitation care, including training and counselling, distribution of Assistive and Mobility Devices, provision of P&O appliances; Direct provision of tailored psychosocial support sessions; Education to the risks and effects caused by conventional weapons (including mines, ERWs and Small Arms Light Weapons); inclusion.

MAIN RESPONSABILITIES OF THE EXPATRIATE

Under the direct responsibility and support of the Humanitarian Action Division Desk Officer, you will be responsible for:

  • Ensuring the implementation of the global strategy and the smooth integration of the different components: long term, emergency and Mine action intervention
  • Ensuring the global coordination of the program implemented in the intervention area (may it regards strategic, operational, human, material or financial aspects);
  • Representing Handicap International towards authorities, institutional donors and partners;
  • Ensuring application and respect of logistics, accountability and financial procedures, based on the direct supervision and support of Administrative and Logistics Coordinators;
  • Ensuring the operational management of the team placed under your responsibility
  • Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise;
  • Ensuring the security of the staff members, operations and means related to the program in coordination with the field security officer;
  • Ensuring the smooth integration of the intervention in the regional strategy.
  • Ensuring smooth and regular reporting activities by all member of the mission toward HQ.

PROFILE REQUIRED

  • At least 5 years’ experience at key management position within international organisations
  • English mandatory (oral and written)

  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure and without constant supervision
  • Keen on developing the links and continuum between relief activities and development projects
  • Motivated by constant programme adaptation to an evaluating context and set up of partnerships with local and international partners
  • Good organisational skills, co-ordination and the transfer of knowledge
  • Excellent communication skills and a commitment to team work
  • Ability to work under high pressure
  • Ability to work in a tense context with strict security measures
  • Proven experience in project writing and reporting

JOB CONDITIONS

  • Salaried contract. Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity - Starting date: 08/02/2016
  • Length of the assignment : 12 months
  • Logement: Collective paid by Handicap International
  • Insurance package: Ilness insurance, retirement pension, repatriation
