World Vision Bangladesh (WVB) is hereby inviting Request for Proposal (RFP) from the local/international interested experienced consultant/s to conduct "Gender Analysis for USAID funded ‘Nobo Jatra’ Project in Khulna and Satkhira District of Bangladesh".

The objectives of this analysis are:

  1. To understand and analyze gender roles and expectations in Khulna and Satkhira Upazilas in relation to project objectives to inform project implementation and to ensure activities proposed in program design do not perpetuate traditional power imbalances nor widen existing gender gaps

  2. To identify root causes of existing gender inequalities so that they can be addressed in the project implementation to enhance the likelihood of strong and sustainable project implementation

  3. To identify through community consultation possible approaches and strategies that will address gender issues as well as mitigate possible effects of project activities perpetuating inequalities

The Consultant will:

· Review available documentation including proposal documents; USAID Bangladesh Gender Analysis; Bangladesh laws and policies regarding gender, women’s affairs, child marriage, etc.; peer reviews; MenCare methodology documents and guidance; and other secondary data.

· Liaise with other project stakeholders (e.g. USAID mission and WV Bangladesh office) to coordinate community engagement in relation to the research and access to available data such as baseline data and report

· Develop specific tools, e.g. survey questionnaires, focus group discussion guides, key informant interview guides using the Six Domains of Gender Analysis Framework

· Develop analysis plan

· With the WV team, conduct assessment

· Produce final report and presentation

The successful candidate will have the minimum requirements detailed below:

· Over five years of experience in designing and conducting gender-related evaluations in development and humanitarian/emergency fields

  • Demonstrated skills and experience in community engagement and research ethics
  • Applicants must clearly indicate in their CVs past evaluation work they have conducted, with names of references for each

· Experience in working with US government grants, specifically USAID DFAPS

· A clear understanding of food security sectors issues

· Experience with the implementation of USAID DFAPs will be an added advantage

  • Experience in Bangladesh will be an added advantage
  • An advanced degree in sociology, anthropology, rural development, agriculture, gender or any other social sciences
  • Strong cross-cultural communication skills
  • Excellent writing skills
