Currently, Pact is recruiting qualified candidates for the position of Sr. Technical Advisor Community Strengthening, to be based in Washington, DC.

Job Description:

The Sr. Technical Advisor Community Strengthening, will provide technical leadership in the areas of Key Population (KP) community strengthening, mobilization, and south to south learning to the global USAID-funded, 5-year, Linkages multi-million dollar program. A member of the Linkages leadership team, the Sr. Technical Advisor Community Strengthening, will lead a team that aims to mitigate and remove structural and social barriers that affect key populations (female sex workers and their clients, men who have sex with men, transgender persons, and people who inject drugs). The Community Strengthening team houses expertise in community systems strengthening, human rights, gender, organizational capacity development, policy and advocacy related to key populations. S/he shall have substantial experience in one or more of these areas, with strong linkages to advocates and community organizations in one or more regions (Africa, Asia and Latin America and the Caribbean). S/he should have experience in identifying opportunity for South to South exchanges, mentoring and learning inclusive of government to government and civil society to civil society. S/he must have demonstrated ability to undertake and supervise community mobilization activities, and a firm understanding of the literature related to structural interventions, human rights, gender and key populations. Strong writing and presentation skills in English for reporting on program and study results are essential.

Major Duties/Responsibilities:

• Provides leadership on key population community interventions that can strengthen HIV prevention, care and treatment across the cascade.

• Provides technical assistance on one or more key population group HIV care, treatment and support by ensuring innovative, evidence-informed programming.

• Provides HIV care and treatment related technical and management support for one or more key population group working on the prevention, care and treatment services cascade.

• Develops approaches to address the positive health dignity and prevention of key populations living with HIV (including for young key populations).

• Develops peer education and outreach approaches and other community-based interventions for key populations.

• Remains informed on current state-of-the-art programs in the HIV care and treatment field with focus on key populations, through the review of literature and articles, and maintains links with other international bodies which specialize in key population focused HIV treatment and care.

• Develops guidance, tools and materials related to key population programming.

• Lead and/or oversee community mobilization activities to address structural and social barriers to accessing services and fulfillment of rights of key populations in the areas of legal literacy; working with police, local leaders and health care workers; assessing the impact of gender norms on the lives of key populations, skills development in community mobilization, and shaping policy.

• Develop and implement strategy in partnership with key local partners and advisory board for south-to-south mentorship and capacity development in community mobilization, advocacy, gender, service delivery and organizational development.

• Represent the project at national and international meetings.

Travel requirement: greater than 25%

Required Experience/Skills:

• A master’s degree or its international equivalent in public health, public policy, international relations, social sciences or other fields related to international development.

• At least 8 years of field experience leading HIV prevention, care and treatment projects in Africa, Asia, Latin America of The Caribbean.

• Experience working with key populations including one or more of the following sex workers, men who have sex with men, transgender persons and people who inject drugs.

• Demonstrated ability to design and lead community mobilization activities including South to South learning and outreach approaches for key populations.

• A firm understanding of the literature related to structural interventions, human rights, gender and key populations.

• Knowledge of approaches for linking key populations to care and treatment, including peer navigation approaches and referral systems

• Demonstrated experience in building and sustaining partnerships with key population-focused groups at the local, national, and regional level.

• A proven track record of increasing responsibility to oversee elements of USAID-funded projects, specifically PEPFAR funded activities, and in supervising technical staff.

• Strong writing and presentation skills in English for reporting on program and study results to global and country stakeholders and the funder.

• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection, especially as they pertain to key populations. x
