Livelihoods & Disaster Risk Reduction (DRR) Delegate

The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. With programs and partners in 70 countries, the American Red Cross working to strengthen the global Red Cross Red Crescent Network in order to deliver critical assistance to some of the most vulnerable communities in the world, reaching 100 million people annually.

In response to Typhoon Haiyan (locally known as Yolanda), which made landfall on November 8, 2013, the American Red Cross is seeking an experienced Livelihoods and Disaster Risk Reduction (DRR) Delegate (one position) to work with our partner, the Philippine Red Cross (PRC), in the recovery operation. The Typhoon Haiyan recovery operation aims to build community resilience through an integrated approach under a disaster risk reduction framework that includes primarily shelter and livelihoods options, which are linked to water, sanitation, hygiene and health strategies, using community mobilization while strengthening the Philippine Red Cross at the National Headquarters (NHQ) and Chapter levels.
The Livelihoods and DRR delegate will provide technical assistance and capacity building support to the national teams in Livelihoods and DRR building on the foundation of the first year’s implementation.
This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied (non-family, non-spouse/partner, post.
The position will be based in Tacloban, Philippines and will report to the Head of Programs.


The Livelihoods and DRR delegate will be responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of Livelihoods and DRR. He/She will play a leading role in designing and formulating appropriate project proposals and assistance activities to be incorporated into the relevant Delegation programs. Moreover, he/she will support the program team in the planning, design, implementation, supervision, and potential expansion/development and administration of technical Livelihoods and DRR interventions.

He/She will work under the direct supervision of the Head of Programs while maintaining technical relationships with the Philippine Red Cross Sector Heads.

  • To further enhance existing PRC’s Livelihoods Recovery Framework by identifying additional strategies that align with the Leyte context including the needs, interests and capacities of the target communities and PRC/ARC national staff; this will include:
  • An assessment of the current approach and an identification of the main strengths and weaknesses.
  • Identifying additional interventions that enable PRC and communities to identify and plan specific livelihoods interventions that will contribute to communities’ further resilience in both rural and urban settings.
  • Support the concept papers and proposals for sustainable livelihoods interventions as needed.
  • Support the national team in their work-planning and roll-out of current and any new interventions.
  • Provide technical assistance, mentoring and coaching to the PRC/ARC national team.
  • Assess the emerging PRC DRR strategy and workplan for the national, chapter and community level.
  • Ensure the field activities are supported technically, logistically, financially and operationally with all necessary resources.
  • Ensure integration of program activities to all other sectors where feasible.

Disaster Risk Reduction (DRR):

  • Identify opportunities to incorporate disaster risk reduction practices (e.g. early warning and preparedness planning) into livelihood recovery programs and other PRC/ARC recovery sectors (housing, water and sanitation, health).
  • Assess the PRC DRR strategy to build capacity of communities/schools/PRC to effectively prepare for, respond to and mitigate disasters; identify key interventions that would enhance the quality and sustainability of the DRR strategy.
  • With the newly hired DRR national staff and support of Sr. Community Organizers, draft a workplan for the remainder of FY16 and for FY17.
  • Support the roll-out of the workplan.
  • Ensure the field activities are supported technically, logistically, financially and operationally with all necessary resources.
  • Ensure integration of program activities to all other sectors where feasible. Qualifications:


  • Four-year degree in international development, disaster risk management or related field required. Masters’ degree preferred.
  • A of Minimum 5 years’ experience working within international development, including direct experience managing a national Livelihoods program
  • Demonstrated ability in managing projects, including project design, proposal development, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • At least 5 years’ experience working with disaster risk reduction, resilience building programs and/or projects. Experience in community managed/based disaster risk reduction is a great asset.
  • Demonstrated experience exploring, managing and strengthening partnerships.
  • Excellent analytical and organizational skills – innovative thinker.
  • Experience developing and leading trainings, workshops, evaluations, etc.
  • Ability to create a team environment and coordinate with other departments. And the ability to manage time, prioritize tasks, respond quickly to requests.
  • Excellent communication (English), inter-personal and problem solving skills. And a working understanding of Philippines would be an asset.
  • Excellent computer skills.
  • Excellent computer skills in programs such as: MS Word, Excel, PowerPoint.
