IDRC’s Maternal and Child Health Program supports solutions that promote the quality and accountability of health services for the most vulnerable. As part of this mandate, the Program is implementing a CA$16 million, five-year partnership initiative entitled Centre of Excellence for Civil Registration and Vital Statistics (CoE-CRVS). This initiative is an integral part of the Global Financing Facility’s overall goal of improving the health and quality of life of women, adolescents and children. The CoE-CRVS aims to promote and improve effective CRVS systems in low- and middle-income countries by providing timely access to evidence, resources, and expertise. This initiative will be supported by Global Affairs Canada and IDRC.

As one of two Senior Program Specialists, you will play a leadership role in developing and implementing the CoE-CRVS. Working across the global portfolio of countries engaged in the CoE-CRVS initiative, you will identify critical issues in CRVS systems and provide intellectual leadership to deliver on the successful implementation of the CoE-CRVS. You will take the lead in developing, managing, and evaluating a portfolio of CRVS related projects, ensuring their alignment within the broader Global Financing Facility. You will liaise with international and Canadian institutions and agencies to support the best practice function of the CoE-CRVS.

Overview of Qualifications

  • PhD or a Masters with significant work experience, and a record of research, analysis, or project implementation in a relevant health or social science discipline
  • Eight (8) years’ relevant health information systems experience, particularly in civil registration and vital statistics as it pertains to maternal and child health, and in developing countries such as Africa, Asia, or Latin America and the Caribbean, which includes: leading, managing and undertaking research, analysis and/or projects; assessing capacity development needs and strengthening capacities through mentoring, supervision, and brokering expert support; establishing and building partnerships with development organizations; and working with multiple stakeholders, and building bridges between researchers, decision-makers and policy actors to influence public policy and practice.
  • English and French language communication skills at an intermediate level.
