Consortium coordinator - Migrants (M/F) France - Paris

Paris (France)

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

The crossing of the Mediterranean Sea by migrants is a phenomenon that has existed for over 20 years. It has increased a lot since the Arab Spring. In 2015, UNHCR estimated at nearly 1,000,000 the number of migrants who crossed the Mediterranean Sea.
MdM obtained a grant from DG Health to implement a program with 8 partners to support the health authorities of 11 European countries in providing adequate and accessible health services to newly arrived migrants with a specific focus on children, unaccompanied minors and pregnant women.
A consortium coordination team will be set up under the MdM France International Operations Department (DOI), with the support of the MdM International Network Head Office, to manage the overall intervention in the 11 countries.

As consortium coordinator, you will report directly to the desk officer and will manage the consortium coordination team (the consortium medical coordinator, the consortium information officer and the consortium financial coordinator).
You will co-design MdM’s operational strategy (alongside Desk) and ensure overall consortium coordination work and reporting among the 8 partners in the 11 countries.

More specifically, you will:

1/Program management, organisation and follow-up

-Define the operational strategy, monitor and evaluate the overall program implementation
-Set up the procedure to subcontract an external evaluator
-Regularly follow-up and analyse the information provided by the partners and the information officer about the regional situation in order to propose lines of development for the program.
-Manage, support and evaluate the coordination team
-Propose training upon needs and resolve team conflicts

2/Consortium coordination between 8 partners

-Ensure an efficient and smooth partnership
-Establish the memorandums of understanding (MoUs) between MdM France and each partner of the consortium and ensure that they are respected
-Centralize information coming from the partners and ensure smooth flow of communication among the various parties involved
-Liaise with coordinating representatives of each partner organization to get an update on their needs and to monitor the progress of the project

3/Data collection and reporting

-Ensure that deliverables and milestones are delivered on time to the DG Health Portal
-Be responsible for the final report of the program in 11 countries and for the quality of documents sent to the donors
-Supervise the draw up of the monthly activities report

4/Institutional representation and communication

-Represent MdM-France at a policy and decision-making level (DG Health, Ministries, Institutions, NGOs, donors, etc.)
-Ensure implementation of the MdM’s communication and testimony policy
-Be able to respond to media requests in the field, in link with the communication department in Paris HQ
