Provision of Services to Support Global roll-out of a Dhis2 Instance

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.
The NRC has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters - NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.
The NRC is seeking to implement a global instance of Dhis2 and seeks the following supporting services. This will involve a single global instance of Dhis2 that is used across all NRC offices worldwide (approximately 25 country offices).
1. Services Required
a) Second-tier technical support for Dhis2
NRC will provide an internal system of direct help-desk support to end users. Services are required for second-tier technical support for all matters that cannot be resolved internally. Support requests will be channelled through a fixed number of approved internal NRC helpdesk agents. The nature of second level support will include:
i) Guidance and advice on use and configuration of Dhis2.
ii) Escalation of identified bugs to developers.
iii) General problem-solving and technical support for any system malfunctions.
Provide details of service levels/response times.
b) Technical Services to support/configuration and maintenance of global Dhis2 instance
i) Preparation of org unit structures for 20 countries including preparation of shape-files and uploading of GML files into Dhis2. Includes process of prior discussion and approval regarding shape-file sources and subsequent adjustment/error correct of org. unit structure based on feedback from country offices. Org. unit structure will consist of 5 levels: Global, Regional, Country, Country Administrative level 1, Country Administrative level 2.
ii) Basic administrative support/enhancements related to configuration of the Dhis2 instance (including bulk data import, adjustments, development of SQL views, Jasper reports etc).
For item c(i) provide one fixed price for all countries. Countries are:
Region 1: Kenya, Somalia, South Sudan, Yemen.
Region 2: Burkino Faso, Central African Republic, Nigeria
Region 3: Iraq, Jordan, Lebanon, Palestine, Syria, Turkey
Region 4: Afghanistan, Iran, Myanmar, Pakistan, Thailand
Region 5: Greece, Ukraine.
Also please provide quotations for future additional countries to be added.
For item c(ii) provide quotations using a per hour/day rate.
2**.** Manner of Submission:
Please submit your quotation in accordance with the requirements detailed below by email to Andrew.email@example.com
Deadline for submission of quotations is 19th February 2016. Companies who do not submit their quotation by this deadline will not be considered.
3. Quotations should clearly indicate the following:
a. The validity of the offer
b. An overall costing for the work included in section 2 (scope of work) contained in the detailed requirements document. This should include a detailed breakdown of the number of personnel used, daily rates and estimates of other relevant costs.
c. The currency of offer.
d. For which items bids are being submitted. Bids for each individual requirement shall be evaluated on their own merits and therefore work may be divided and contracts issued to more than one supplier.
4. Conditions of quotation
a. NRC is not subject to VAT, therefore all offers should be exclusive of VAT costs.
b. All suppliers doing business with NRC should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure non-exploitation of child labour, and give fair working conditions to their staff. NRC reserves the right to reject quotations provided by suppliers not meeting these standards.
c. NRC aims to purchase products and services that the minimum environmental impact. Environmental considerations form part of the NRC selection criteria, and NRC reserves the right to reject quotations provided by suppliers not meeting these standards.
d. NRC reserves the right to accept or reject the whole or part of your quotation based on the information provided. Incomplete quotations which do not comply with our conditions, will not be considered.
