General Description of the Programme

GOAL’s Emergency Medical Team, is part of an expanding Health Department. A new initiative to strengthen GOAL’s Health response in emergencies, building on recent work in the West Africa Ebola response and recognising more widely that there is a significant gap in global health service provision for the most vulnerable, GOAL is developing a dedicated emergency response capability.

The Emergency Medical Team (EMT) will consist of a team of technical and operations staff capable of rapid deployments to health crises, supporting on-going health programming, undertaking needs assessments and providing remote support to GOAL Country Programmes. The EMT will work in both sudden onset and chronic emergencies, respond to infectious disease outbreaks and stand ready to deploy at short notice to health crises globally.

Overview of the role

  • Ensure logistics support to EMT assessments, set up and on-going programming
  • Support the establishment and maintenance of field site facilities and team life support
  • Ensure establishment of effective supply chain for all health response programming
  • Provide general logistics support to the GOAL Health Unit

Main responsibilities

EMT Deployment / Emergency response

  • Deploy as part of the EMT at short notice for up to 3 months
  • Support, or when necessary, undertake to ensure office and bases are established and equipped including necessary security equipment and infrastructure
  • Responsible for logistics in EMT area of operations including: fleet management, supply chain management, distribution, local procurement, maintenance, stock control, asset management, power supplies
  • Ensure establishment of EMT IT and communications systems on deployment
  • Coordinate closely with Country Logistics Team and GOAL Global Logistics Team to ensure all necessary tasks are identified and allocated
  • Coordinate closely with external logistics structures – Logs Cluster, peer INGOs, local partners etc. – to ensure smooth running logistics and to maximise opportunities
  • Ensure timely national and international procurement of medical supplies and equipment and support importation of supplies and equipment
  • Responsible for ensuring appropriate storage, care and monitoring of supplies and equipment
  • Provide support to establishing and running cold chains
  • Work closely with technical teams to ensure waste management system is in place and appropriate to context
  • Recruit, train and manage a national logistics team, including guards, drivers, warehouse staff, radio operators etc.
  • Ensure appropriate tracking, monitoring and reporting on GIK as necessary
  • Ensuring logistics systems are in place, are adhered to and reported against
  • Provide relevant support and input to technical teams, HR and finance to ensure rapid and smooth running responses
  • Provide backstop support / logistics advice to EMT responses when not deployed.

Preparation and Logistics support in the UK

  • Support identification, procurement and re-stocking of items for the EMT and wider Health Unit in the UK
  • Liaise with peer agencies, donor logistics teams and UN agencies (including the Logs Cluster) as necessary
  • Undertake field visits or needs assessments as required
  • Support the design and development of necessary policies, guidelines, standards, operating procedures and subsequent reviews in close collaboration with eth GOAL Logistics team
  • Support and take part in EMT / Health Unit training and capacity building activities
  • Ensure general, medical and nutrition equipment and supplies are appropriately stored and stock maintained between deployments
  • Undertake other tasks as necessary

Requirements (Person Specification)


  • Minimum of 2 - 3 years experience of logistics in support of health, nutrition or WASH programming in difficult and insecure environments.
  • Good inter-personal skills, and ability to work within a large and diverse team, often in stressful environments
  • Strong problem solving ability
  • Experience of managing teams
  • Strong negotiation skills
  • Good communication skills
  • Working knowledge of satelite communications and IT systems
  • An ability to manage a complex and varied workload, perform to tight deadlines, and first-rate planning and time management skills
  • Ability to travel, often at short notice, and occasionally to remote and insecure locations for up to 3 months at a time


  • Experience of security management
  • Experience of working with one or more of the following donors – DFID, ECHO, OFDA

  • Experience of delivering training and capacity building

  • High level IT knowledge and skills

  • Working knowledge of French, or other languages – especially Arabic
