Chief of Party, Community Roots Project, Guatemala

Position Description:

Since 1974, PCI has implemented a diverse portfolio of community-based programs in Guatemala’s rural highlands and urban cities to improve health, improve resiliency, and promote the empowerment of vulnerable communities. PCI currently works in 25 municipalities, both urban and rural, throughout Guatemala. PCI is recruiting for a Chief of Party (COP) to lead an anticipated multi-million dollar USAID-funded project designed to build community resilience to crime and violence. The “Community Roots Project” will engage a broad range of stakeholders – local government, private sector, civil society – to work together to address the root causes of violence and crime and strengthen livelihoods. The COP will provide overall management, technical leadership, coordination and collaboration with implementing partners, and strategic oversight of all activities to cost-effectively achieve project objectives.

Primary Responsibilities:

  • Provide strategic leadership by focusing on vision, continuous improvement of quality, innovation and establishing a results-driven-management system
  • Lead in mentoring senior technical staff to develop standard operating guidelines, quality assurance & control systems, milestones, successful startup and efficient technical service delivery mechanisms
  • Lead in providing an integrated vision and inter-related deliverables between various technical sectors such as local capacity strengthening; women’s financial and social empowerment; livelihoods strengthening; conflict resolution and community mobilization with a focus on youth.
  • Propose and implement innovative and SOTA ways to facilitate community development through the promotion of security, livelihood, resiliency, community organization and improved coordination and involvement of local authorities
  • Oversee partners’ and sub-grantees’ performance by establishing accountability mechanisms in program, finance, commodity and data quality management
  • Develop systems to identify operational risks and their management and to reduce risks in project implementation
  • Establish a culture of evidence-based decision-making and data driven analytics through a well-developed monitoring and evaluation system
  • Assure good financial management of the project (e.g. budget execution, program-finance linkages, monitoring and reporting processes and procurement systems) and adhere to PCI and USAID financial policies and procedures
  • Oversee total compliance to PCI and USG regulations in all aspects of program implementation
  • Lead in establishing excellent communication protocols and working relationships with Government, donors, partners and other stakeholders
  • Establish a work culture that respects and prioritizes the needs of communities, especially the most vulnerable
  • Lead in managing human resources through recruitment, mentoring, setting performance objectives, rewarding and training project team members
  • Engage, support and lead project teams to participate in PCI’s strategic initiatives


  • Minimum of 10 years of progressively increasing management responsibility in international development, including experience as a COP managing multi-million dollar USG-funded social and economic development projects, preferably in Guatemala or Latin America
  • Demonstrated experience of delivering strong results in a COP role
  • Post-graduate degree in development studies, international relations, business, micro-enterprise, local government, or a related field
  • Demonstrated abilities in USAID reporting, budgeting, procurement, and project management, including monitoring and evaluation
  • Strong knowledge and experience in civil society and local government strengthening, and livelihoods development, preferably gained in programs addressing issues of violence and crime
  • Significant understanding, experience and leadership in developing and/or implementing programs that support women’s empowerment
  • Proven capacity to collaborate effectively with partners at multiple levels, including Ministry officials, NGOs (local and international), representatives of civil society, the private sector and USAID partners
  • Excellent understanding and familiarity with US Government donor regulations
  • Proven leadership skills and demonstrated experience recruiting, developing, and managing/mentoring staff.
  • Development philosophy in keeping with PCI’s mission, vision, core values and approach to integrated, community-driven programming
  • Excellent analytical and self-motivation skills; excellent advocacy and persuasion skills; able to think critically
  • Strong financial management abilities
  • Strong communication (verbal and writing) skills in Spanish and English, including donor reports, and program documentation
  • Comfort working in insecure environments, including areas with high rates of crime and violence
