The Log Department is opening a position for a MIO ICT/TELECOM, who has interest in operational challenges and tactics.

According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.

The Raison d’être of the MIO ICT/Telecom is because MSF operational activities requires Telecommunication network and ICT network in order to run and coordinate operation in the field.

Voice telecommunication means are part of security plan while ICT network are crucial to run MSF activities.

S/he will be able to give support to the field. S/he will be coordinated with the Telecom referent & ICT Service Desk Team Leader to improve and/or implement MSF processes, tools and techniques related. S/he will be proactive to evaluate and propose solutions in line to her/his technical domain.

The MIO ICT/Telecom is part of the Back Office Technical Log Department under the functional supervision of the Telecom referent & the ICT Service Desk Team Leader who develops and validates the technical aspects related with installation, maintenance of Telecom and ICT network and under the hierarchical supervision of the Log Back Office Coordinator.

The aim of the MIO ICT/Telecom is to implement or improve practices in the field for an effective and efficient management, functioning and correct use of all ICT/Telecom equipment and network which ensure continuity of MSF medical activities. S/he assists the setup of ICT and Telecom in starting or running mission in terms of Human Resources, Technical Workshop and training according to MSF framework.


Provide technical support in ICT/Telecom domain:

  • To support the ICT/Telecom field officer on ICT/Telecom equipment installation and maintenance.

  • To support the ICT/Telecom field officer on functional evaluation of ICT/Telecom setup as well as in proposing new solutions.

  • To support the ICT/Telecom field officer to increase the abilities and capacities of the ICT/Telecom field.

  • To improve and/or implement in the field MSF protocols, tools and techniques related to ICT/Telecom equipment.

  • To support the ICT/Telecom field officer to solve interdisciplinary technical problems affecting the optimal functionality of the ICT/Telecom equipment with regards infrastructural concerns, electrical, among others.

  • To support Telecom referent & ICT field support staff in 3rd line support tools development, such as protocols for testing ICT/Telecom innovation product or referential documents for management of equipment and maintenance.

Prepare and deliver ICT training to end-users, key-users and field ICT/logistics personnel.

  • Ensure the training and coaching of the local ICT/Telecom officer and Logistician to be able to support the ongoing and new projects on ICT and Telecommunications procedures and troubleshooting

  • Prepare and update relevant technical documentation and policies, and communicate it through appropriate channels


  • Evaluate in the field the possibilities and advantages of intersectional ICT/Telecom collaboration.

  • Search for hardware and software solutions tailored to the needs of users, and meeting the specific requirements of the MSF operational environment.

  • Testing of new technologies and solutions.


  • Technical education (technician, engineer) in ICT and/or electronics.

  • Amateur radio License or Maritime radio certificate is an asset.

  • Experience in MSF or other NGO’s in similar contexts will be an advantage.

  • Experience in coaching and training of staff.

  • Good communication skills

  • Good analytical skills.

  • Proactive and willing to propose innovative ideas and solutions rapidly.

  • Ability to set priorities, plan and organize his/her own work in stressful environmental.

  • Result, quality & service oriented.

  • Good teamwork and cooperation capacity / excellent team player.

  • Mobile & flexible.

  • Good oral and written communication in English and French (any additional operational language is an asset).


  • 1 year “MIO contract” starting as soon as possible – full-time - Position based in Brussels but mainly carried out (up to 70% of the time) in the field.

  • Field position: salary according to MSF-OCB Field salary scale.

  • Starting date: immediate.
