Area Manager - Afghanistan

Norwegian Refugee Council (NRC) has been working in Afghanistan for the past 12 years with its main activities include: Information Counselling and Legal Assistance (ICLA); Education; Shelter; and Water, Sanitation and Hygiene (WASH). Through its programmes, NRC provides humanitarian assistance to Afghan refugee returnees, conflict and disaster-induced displaced persons (IDPs) and other vulnerable, displacement-affected populations.

Therefore, NRC required an Area Manager who would report to the Head of Program. As a member of the highly energetic team, this position will participate in defining the strategic direction for the programmes in the field and also ensure quality control.

This is an internal recruitment for NRC staff

The Area Manager will also be mentoring, trainining and enhancing the capacity of the staff in the Area office.

Job description

  • Ensure that NRC’s global advocacy and protection strategies and policies are implemented
  • Ensure that protection, advocacy and gender is mainstreamed into the overall country strategy
  • Strengthen NRC's response to prioritized country advocacy and protection issues both within the country and internationally
  • Provide timely and context specific information to internal and external stakeholders
  • Support and train program staff to mainstream protection and do-no-harm into their projects and activities
  • Ensure that core competency staff identify and respond to prioritised advocacy and protection concerns
  • Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the country strategy
  • Ensure regional contextual analyse with a focus on Afghanistan and Pakistan
  • Roll out training for staff on Protection, access and advocacy policies and strategies for staff in Afghanistan and in the region where required
  • Ensure that the NRC country program staff has sufficient knowledge of International Human Rights Law, Refugee Law and Guiding Principles on Internal Displacement in particular
  • Develop the NRC Access strategy and lead Access Forums chaired by NRC
  • Support and advise staff on Access related issues in discussion with the Regional Director/Country Director
  • Be responsible for the upholding of NRC media protocols and liaison with journalists to profile the work of NRC
  • Lead and be responsible for coordinating research studies that are linked to Protection, Access and Advocacy work


  • Minimum 3 years of experience from working as a Senior Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Afghanistan
  • Familiar with the security situation and the political and humanitarian context

  • Duty station: Kandahar/ Kabul
  • Due to the unstable security situation, recreational and social facilities are limited.
  • All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
  • Approved health certificate will be requested before contract start.
