Consultant – Border management expert

Under the general supervision of the Head of Office in Burkina Faso and under the direct supervision of the Project Manager based in Niamey, Niger, the consultant will be responsible for the development of a practical handbook on procedures of border management in Burkina Faso. This work will be conducted in close collaboration with Burkinabè authorities and other international actors in the field of security and borders.


The consulting main objective is to develop a practical manual on procedures in border management in Burkina Faso. The handbook will be designed for intermediate level officers at headquarters, regional departments as well as border posts and will quickly inform about the different procedures and support the training of junior officers on the bases of border management in Burkina Faso. The practical handbook should include in particular the following parts:

  • Introduction
  • General provisions
  • Policies and procedures applicable at borders
  • Documents verification and identification of cases of document fraud
  • Punishment of crimes (investigations, eviction/deportation)
  • Guidelines for border guards conducting interviews and establishing profiles
  • Overview of the referencing procedures in place
  • Appendix (standard forms, specific instructions)


    In coordination with the project manager and her partners, and under the general supervision of the Head of Office IOM Burkina Faso, the consultant will:

  • Collect knowledge and experiences of IOM Burkina Faso through a review of available documentation (studies, cartographies, visits at borders, minutes of meetings, etc.)

  • Study legal and regulatory framework for border management in Burkina Faso

  • Familiarize with procedures of formalities and applicable procedures both at headquarters and in the field

  • Meet international partners working on the topic

  • Write a first draft of the handbook

  • Organize national scale reading for manual validation by authorities

  • Manage Layout and supervise the printing in due form of documents

  • Organize, participate and facilitate a feedback workshop for manuals with government officials and partners

  • Develop a short version of the manual for the use of border officers as a concise manual (pocket size)

  • Complete any other tasks that may be assigned as part of the development of the manual.


The incumbent is expected to have the following competencies and expertise:

  • Master or university degree in political or social science, international law, international relations or a similar field

  • Minimum 5 years (or ;7 years of experience with a university degree) experience in the field of border management;

  • Mastery of issues relating to the management of migration and border;

  • Thorough knowledge of the security situation in the Sahel region;

  • Good knowledge of methods and evaluation practices;

  • Previous work with the border control, cross-border regulations, and related fields;

  • Experience in drafting international recommendations in border management;

  • Good knowledge of border surveillance methodology, legislation and procedures;

  • General awareness of the overall situation in border management sphere in Burkina Faso and the wider region;

  • Excellent written and oral command of French. English is an asset.

  • Deliverable and indicative calendar/timetable

    Study of the legal framework and interviews with partners: day 1 to 30
    Writing a first draft of the handbook: day 30 to day 50
    Proofreading drafts of the handbook with partners: day 50 to day 60
    Update the handbook: day 60 to day 70
    Finalization, layout, printing and release: day 70 to day 90

  • Consulting duration

    The consultancy duration is 90 days. The starting date is March 30, 2016
