Department Overview
Pact seeks a Program Director for the anticipated Funds Manager for the Office of the Global AIDS Coordinator and Global Health Diplomacy (OGAC) funded DREAMS Innovation Challenge. The DREAMS Innovation Challenge serves as a subcomponent of the larger DREAMS (Determined, Resilient, Empowered, AIDS-Free, Mentored, Safe) partnership between the US Government, other donors and the private sector aimed at reducing new HIV infections in adolescent girls and young women, ages 15 to 24 over two years. The Challenge is designed to infuse new thinking into these efforts and will fund innovative ideas outside of the evidence-informed, traditional interventions of the DREAMS core package, with high potential for positive outcomes. The Funds Manager will disburse, manage, monitor OGAC funds for the DREAMS Innovation Challenge, as well as provide overall program support to the execution of the Challenge, including capacity building of sub-grantees and overall program management. Challenge grantees will be based in Kenya, Lesotho, Malawi, Mozambique, South Africa, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.

Position Purpose
The Program Director for the Funds Manager for DREAMS Innovation Challenge will provide overall leadership, direction and guidance for implementation of the Challenge mechanism.

Key Responsibilities
Specific Duties and Responsibilities:
•Primary relationship manager and liaison with OGAC, including responding to information requests and overall reporting on the DREAMS Innovation Challenge mechanism.
•Provide technical oversight of the program and individual activities to ensure adherence to best practice.
•Coordinate with appropriate stakeholders, including within the US government, at the country level, and within Pact, in all aspects of project planning, monitoring, and implementation.
•Provide leadership and direction for field and DC-based Fund Management staff, including program management, grants management, and monitoring and evaluation staff.
•Lead planning, quality assurance and supervision of program monitoring, evaluating, and reporting, ensuring rapid roll-out and supervision of activities.
•Oversee financial management and procurement, including delivery, management, and monitoring of subgrants.
•Ensure that subgrantees receive the organizational and technical capacity development needed to successfully complete their grant-funded activities.
•Monitor DREAMS Innovation projects and make recommendations to OGAC regarding scale-up potential, based on performance.
•Ensure compliance with and implementation of all donor-related, Pact, and project specific policies.
•Provide effective performance management, mentoring, and coaching for staff under his/her direct supervision.
•Frequent international travel to DREAMS countries.
•Perform other duties as assigned.

Basic Requirements
Required Qualifications:
•Degree in Public Health, International Development, Development Policy or related field, Masters’ Degree strongly preferred.
•At least 10 years’ experience managing US government-funded health project projects focused on HIV programming, preferably in Sub-Saharan Africa.
•Proven experience implementing high-volume subgranting programs in Sub-Saharan Africa.
•In-country implementation experience in at least one of the ten DREAMS countries.
•Demonstrated experience providing capacity development assistance in one or more of the following areas: youth, including skills building and workforce development; gender, including keeping girls in school; HIV prevention, care and treatment; health service delivery and demand creation; hygiene; financial management; budget planning; strategic management support; communications support.
•Proven experience implementing youth programs targeting adolescents (preferably girls) ages 15-24 years.
•Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions, including delivering at pace and managing demands from multiple stakeholders.
•Financial and operational management skills, including managing teams.
•Excellent communication and relationship management skills.
•Demonstrated knowledge of USG policies, procedures and regulations.
•Oral and written fluency in English.

Preferred Qualifications
•Oral and written fluency in one or more of the following languages: Swahili, Portuguese.
•Previous experience in managing or implementing challenge or innovation funds.
•Previous experience working directly with OGAC.
