ASSISTANT COUNTRY DIRECTOR - PROGRAM QUALITY

The Assistant Country Director - Program Quality (ACD-PQ) is responsible for ensuring that CARE Yemen's programs contribute to CARE's vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security". The ACD-PQ is expected to provide strategic and technical leadership in the areas of program quality, design, development, implementation and scaling up of CARE Yemen's humanitarian interventions without neglecting the long term development aspects. A major emphasis of this position is to play a strong technical leadership and managerial role in ensuring that the programs are implemented fulfilling standards of quality and accountability along with delivering the desired impacts in making a significant contribution to reducing poverty, social injustice and saving lives.

The ACD-PQ is responsible for overseeing the design and development of program strategies appropriate for Yemen context and environments which is associated with chronic poverty and emergency humanitarian needs due to the ongoing conflict and instability. S/he manages a team of professionals focused on the design, fundraising, implementation, monitoring and evaluation of programs and projects, with large focus on emergency programs that meet immediately humanitarian needs and effectively address the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems, policies, procedures and required technical and managerial capacities/skills are in place to ensure the proper design, management and implementation of CARE Yemen's projects and programs.

The ACD-PQ is responsible for overseeing the design, development, testing and implementation of new innovative program approaches appropriate for the context of Yemen. S/he works closely with, and is supported by the different program units at CI, regional and CARE USA HQ levels, as well as with other interested CARE International members.

The ACD-PQ is a key member of the Country Office Leadership Team (CLT) and as such is responsible for leading and supporting the CO leadership and management initiatives. S/he is responsible for (along with the CD) maintaining good working relationships with host government officials, donors, peer agencies, local partners and other stakeholders. S/he will be required to conduct extensive field travels and act for the Country Director in his/her absence.

    Primary Skills:

  • Bachelor's degree in related field

  • At least five (5) years in senior management and leadership positions in humanitarian and development programs. Given the current context in Yemen, the job requires a person with strong background and extensive experience in emergency humanitarian programming in order to lead the existing massive scale up of CARE Yemen emergency humanitarian programs for several years

  • Demonstrated experience in leading strategic and operational planning

  • Demonstrated leadership and management skills in a very complex international setting

  • Extensive conceptual skills including development of program strategy

  • Demonstrated experience in program design (including proposal development), implementation and evaluation

  • Experience in emergency related activities

  • Demonstrated leadership skills

  • Demonstrated inter-personal skills and strong emotional intelligence

  • Ability and interest to coach and develop staff

  • Experience with performance management

  • Experience with the management of a diverse workforce

  • Strong representation and negotiation skills

  • Demonstrated use of positive coping strategies in stressful environments

  • Demonstrated cross cultural communication skills

  • Knowledge and experience with financial management as demonstrated by:

  • Ability to manage a complex budget

  • Donor compliance and reporting

  • Ability to establish a learning culture within the Country Office (CO)

  • Experience in successfully managing institutional partnerships with national and international NGOs

  • Experience in establishing and maintaining collaborative relationships with donors and government counterparts
