It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Médecins du Monde has been active in Iraq since the 80’s to provide health care in remote places. In 2014, after an exploratory mission, MdM decided to launch a program targeting the IDPs in the Kurdistan Region of Iraq (KR-I) in Dohuk Governorate through the support of Mobile clinics, fixed clinics but also the support to local partners and the Ministry of Health.Curently. MdM provides Primary Health Care (PHC) in 2 permanent camps in Zakho district and and in Amedi district of Dohuk to the IDPs population mostly coming in Dohuk from Ninewa.
In Iraq, 2.1 million people are IDPs and the situation is worsening: an estimated number of at least 1.2 million of the new displaced people will try to flee the war. In 2015 MdM extended its activities in Kirkuk and Niwena. The Governorate of Kirkuk hosted 360 00 IDPs coming mostly from Anbar, Salah Ad Din, Ninevah, Dyala ,Bagdad but also from some districts in Kirkuk governorate under control of ISIS. The access to humanitarian aid is limited and just a few NGO are currently active in Kirkuk.
The current Kirkuk activities are run through 3 mobile clinics and 1 partnership with a local NGO. The main objective is to provide “first line response” Primary Health Care for the IDPs and vulnerable host communities in Kirkuk governorate. Since March 2016, MdM is running mobile clinics for a Primary Health and Mental Health/Psychosocial care in the newly liberated areas of Sinjar Province.
TASKS AND RESPONSIBILITIES:
Under the direct supervision of the Field Coordinator in Kirkuk and under the functional supervision of the Medical coordinator you will supervise the implementation of health activities linked with IDPs crisis i.e to deliver quality primary health care services to Internal Displaced People and vulnerable host community, affected by the on-going conflict in Iraq.
More precisely you will - Ensure the implementation and monitoring of medical program(s)
You will ensure that beneficiaries and local populations understand the project objectives and participate actively in their implementation as well as ensure the proper functioning of health programs falling under your responsibility and their compliance with the pre-defined goals. You will also monitor the evolution of the project by tracking the performance indicators defined, report on progress to your immediate supervisor, signal any difficulties encountered in project implementation, and proposes improvements or reorganization on an as needs basis. You will also plan the activities so that the timelines are met and in case of a delay, report to your supervisor and propose solutions to remedy the situation. You also must guarantee the appropriateness of programs and their respect for the health policy and framework of operations of MDM.
-Supervise the medical team
You will directly manage the Medical supervisor and indirectly manage the pharmacist and 3 mobile teams (team leader, doctor, nurses, HHP, Mental Health worker, pharmacist assistant). You will familiarize yourself with the internal rules of procedure of MDM for the mission, and ensure that they are known and respected by the team. You will be in charge of preparing job profiles, hiring new staff and to follow up of the team’s contracts. Furthermore you will be responsible for the individual evaluations, the training of the staff if needed, the coordination and organization of the team.
Ensure the representation of MdM to other actors
Under the delegation of the field coordinator you will represent the association to medical actors, participate in camp-level coordination meetings as well as Kirkuk-level coordination meetings regarding relevant medical issues and participate in the preparation and smooth organization of donors’ visits.
-Contribute to the development of other proposals
You will participate in identifying health related needs in coordination with the medical coordinator, contribute to the preparation of project proposals for the health sector and participate in the strategy development of the mission.
CONDITIONS OF EMPLOYMENT:
Status : Volunteer - VSI
Contract : Volunteer - VSI (French status)
Duration : 6 to 12 months
915 euros / month + perdiem
The job is based Kirkuk with regular trip to Erbil on weekends.
SKILLS AND EXPERIENCE NEEDED:
Medical degree (doctor, medical resident, registered nurse); experience in public health or epidemiology is a plus.
Experience in international and humanitarian contexts.
Good writing skills. Knowledge of Office softwares.
Knowledge/experience in project and HR management.
Knowledge of procedures for institutional donors (OFDA, ECHO, AAP, UN agencies…)
Personal skills required
You are able to work independently while taking initiatives and showing a sense of responsibility.
You can work under pressure.
You have abilities in capacity building.
You have diplomacy skills, open-mindedness, analytical skills, organizational and priorities management skills as well as good brainstorming and trouble-shooting skills.
You are able to integrate the local environment into operations, in its political, economic and historical dimensions.
Arabic, Kurdish or French are an asset.
