Specialist, Planning and Budget Analytics and Data Quality

Description of duties: Under the general supervision of the Deputy Director (DD), and the direct supervision of the Director, Planning and Budget (PBU), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:a) Identify and analyze the planning and budget information requirements across the Organization; develop and implement business process improvements and associated automated solutions designed to enhance functionality, data quality, and overall efficiency;b) Examine planning and budget business processes, and formulate quality control and data requirements for information systems;c) Design, create, develop and deploy effective reports and analytical tools, including the organization's resource coordination and financing platform; d) Identify limitations and problems in existing and new systems; collaborate with developers and partners to resolve them;e) Develop and maintain up to date training materials related to PBU business processes and operations; conduct training and provide ongoing support to end-users throughout the Organization;f) Collaborate with staff of ITS to design, test, document and implement new systems or improved systems as they relate to PBU functions and responsibilities;g) Work with stakeholders to understand current requirements and anticipate future demands to ensure that PBU business processes and systems to integrate with and support new programs, policies and reporting requirements;h) Develop guidelines, tools, reports and presentations related to PBU's information and documentation management systems; i) Assess and make recommendations regarding the operational capability of the Department in terms of hardware, software, telecommunications and maintenance;j) Serve as PBU IT focal point for the PASB Management Information System (PMIS);k) Collaborate in the implementation and enhancement of the PAHO Management Information System (PMIS) and other automated tools for planning, budgeting and reporting;l) Build, manage and maintain PBU's online systems, reports and integrations; m) Perform other related duties, as assigned. REQUIRED QUALIFICATIONS Education:Essential: A bachelor's degree in business administration, finance, accounting, computer science or information systems management from a recognized university.Desirable: A master's degree in project management, computer science or information systems management would be an asset.In the event that your candidature is retained for an interview, you will be required to provide, in advance, a scanned copy of the degree(s)/diploma(s)/certificate(s) required for this position. Is aware of other industries or organization's best practices and applies them.Technical Expertise:-- Theoretical and proven technical skills in systems analysis, software development, systems documentation and management of systems development projects. -- Thorough knowledge and skills in information systems design, translating concepts and ideas into user requirements to be forwarded for programming; ability to lead or function within a business process team.-- Expertise in the design and development of automated systems and in current technology for systems development across a diverse set of platforms (e.g. PCs, LANs, Cloud and mainframes) including training and end-user support.-- Strong analytical and trouble shooting skills to assess the impact of modifications to computerized systems, assess the internal control requirements, identify satisfactory solutions to data or processing problems, and plan, coordinate and execute implementation of such solutions.-- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.IT Skills:Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook, Visio, MS Project, and desktop server and networking components. Extensive knowledge of ERP software, in particular Workday and Tidemark would be an asset. Experience: Essential: Seven years of combined national and international experience in systems design, implementation and maintenance with a focus on business process analysis and project management. Desirable: Experience in designing and implementing ERP and/or integrated information management systems for planning, budgeting and/or results-based management. Languages: Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
