OBJECTIVES OF THE PROGRAMME : The Ebola outbreak in West Africa is the largest in history. Since the Ebola Response Roadmap was issued at the end of August 2014, the combined efforts of WHO, and other partners in the response efforts, has resulted in significant progress. However, continued efforts are required in 2015 to ensure that Ebola transmission in West Africa can be stopped, and the international target to get to zero cases in 2015 is achieved.WHO leads for UN and international community in the followingareas: stopping the Ebola outbreak and treating all those infected; preventing the spread to other countries; finding new Ebola treatments and vaccines to protect against Ebola in the future and building safe essential health services and resilient health systems.In general, WHO is the directing and coordinating authority on international health work, and furnishes, in emergencies, necessary aid upon the request or acceptance of governments. WHO is the lead agency of the global health cluster, ensuring the timely declaration of appropriate response levels to humanitarian emergencies with public health consequences. Description of duties: The incumbent will provide management support and guidance for WHO's Ebola response efforts and to WHO's work in Sierra Leone, in general.Under the supervision of the Head of WHO Office (HWO), in close collaboration with all internal stakeholders in the Country Office (CO), HQ, and the Regional Office, involved in the delivery of WHO programmes in Sierra Leone, the incumbent will be responsible for the following duties:1.Strategic and operational planning for the WHO CO ensuring that expected results are clearly defined as well as required competencies and financial resources are secured. Work closely and build partnerships with the District as well as the Operation Coordinator on regular monitoring of CO activities and WHO operations. Support the evaluation of planned activities.2. Analyses management and planning related issues and provides guidance to the HWO to ensure administrative efficiency. Contributes to the development and strengthening of management and administrative capacity and practices in the WHO CO. 3.Develops and ensures the implementation of new initiatives towards making the WHO CO a healthy, productive and attractive work place.4. Ensures the development and implementation of new data management and tracking tools to support enabling functions in general, and budget, finance, and resource mobilization in particular.5. Contributes to effective internal and external communication strategies for the country office. Manages resource mobilisation e.g. project proposals and budget needs. 6. Oversees and ensures the timely reporting on the operational and management planning of the country office.7. Perform all other related duties as assigned. Moving forward in a changing environment Experience: Essential: A minimum of 7 years' experience in Business Administration or Project Management, with experience in coordinating, planning, implementing, and managing complex projects and/oroperations.Desirable: Experience in the development of programme and information management tool. Languages: Excellent knowledge of english and intermediate knowledge of french. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
