MEAL Manager – North Syria (based in Turkey)

JOB DESCRIPTION :

GLOBAL OBJECTIVE OF THE POSITION
Under the line management of the Area Manager and with functional support from MEAL Coordinators, the MEAL Manager will set up the MEAL department in the Northern hub. The MEAL Manager will assist the Northern hub’s implementation teams in enhancing projects’ accountability by implementing the MEAL strategy for each project/specific technical sector, according to HI MEAL frameworks, project monitoring plans, and common outcome indicators, and in line with HI Project Planning, Monitoring and Evaluation Policy.
The MEAL manager will directly manage 2 MEAL Officers and 1 Database Manager based in Gaziantep and Antakya.
RESPONSIBILITIES & OBJECTIVES
OBJECTIVE 1: Set up the framework the MEAL Unit

  • In close collaboration with project management teams and HI Syria MEAL Coordinator, lead the MEAL system and process development, by creating framework and procedures according to the projects strategy and LFAs.

    OBJECTIVE 2: Implementing the Monitoring & Evaluation plan per project
  • Contribute in defining methodologies and tools for assessment, monitoring and evaluation exercises for each project, including data collection and analysis tools and processes, in coherence with mission policies;
  • Ensuring quality, accuracy and confidentiality of data and the serious follow up of available guidelines.
    OBJECTIVE 3: Providing grant proposals and reports with accurate quantitative and qualitative data
  • Support in the development of proposals and reports by collecting and analyzing quality and accurate data and by keeping an organized archive system for MEAL related activities
  • In close collaboration with HI Syria MEAL Coordinator, ensure the flexibility and adaptability of the monitoring process and tools to integrate adjustments to the projects currently being implemented as well as any future project
    OBJECTIVE 4: Capitalization/Institutional Knowledge Building
  • Organize regular lessons learnt sessions with the implementation teams by presenting the results of evaluations and formulating recommendations/lessons learned
    OBJECTIVE 5: Team management
  • Lead the recruitment of MEAL staff / identification of MEAL external resources, and to propose any relevant adjustments for the set-up of the MEAL team to the line manager;
  • Train the MEAL team and be proactive regarding internal or external training opportunities;
    OBJECTIVE 6: Organization & Follow up
  • Organize, schedule, coordinate and plan the activities, including logistic and administrative needs, of the MEAL team
    OBJECTIVE 7: Ethic and professional practice
  • Respect beneficiaries’ confidentiality
  • Always interact with children with the presence of their parents or caregiver
  • Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.

PROFIL REQUIRED :

BACKGROUND

  • Master degree in Monitoring, Evaluation, Accountability and Learning, Humanitarian Assistance, Public health or related field;
  • At least 2 years of professional experience in humanitarian assistance, including a minimum of 1 years on a position of MEAL manager;
  • Experience in the Middle East would be a strong asset;
    PROFESSIONAL SKILLS
  • Very good analytical and writing skills
  • High understanding of project cycle management
  • Good management capacities and team leadership spirit
  • Strong interpersonal and intercultural skills;
  • Computer skills: Very good knowledge of the MS office software (including Word, Excel, Outlook); other software is an asset (iData, Le Sphinx, STATA, SPSS…)
  • Languages: Fluent in English (speaking/reading/writing); Arabic would be a strong asset.
    PERSONAL QUALITIES & SOFT SKILLS:
  • Pedagogical skills; team management, good knowledge of humanitarian actors and donors

JOB CONDITIONS

  • Status: salaried contract according to experience
  • Remuneration: according to HI salary grid + 457€/month of expatriate indemnity
  • Starting date: 1st of April, 2016
  • Duration/ Type of contract: 12 months (renewable)
  • Living conditions: guesthouse shared with other expatriates (no charges)
  • Social insurance: provided by HI
