Mid-term Evaluation of the ICLA EU Project in CAR - Central African Republic

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Norwegian Refugee Council established operational presence in CAR in early 2014 in response to the humanitarian emergencies that resulted from the 2013 crisis. NRC began providing crucial humanitarian assistance – first in the capital, Bangui, and some outlying districts, and then progressively to other parts of the country. Presently, NRC has robust field presence in four of CAR’s sixteen prefectures – Ombella M’poko (Bangui country office), Kemo (Sibut field office), Mamberé Kadei (Carnot field office) and Bimingui-Bangoran (Ndélé field office).

 

This mid-term review is being commissioned as a component part of the ICLA EU-funded project briefly introduced in the preceding section. The project is conceptualized around three specific objectives and contains sixteen principal activities through which the specific objectives are designed to be achieved. Below are the specific objectives and activities.

 

The ICLA EU project is being implemented in three prefectures – Kemo, Mamberé Kadei and Ombella Mpoko – hence the evaluation will cover all three locations. ICLA field teams will be onsite to facilitate data collection processes, including arranging meetings. The review is expected to be implemented from 30 April to 30 June 2016. The consultant’s presence in-country will be limited to 3 weeks as specified below in the timetable for the field mission

We are looking for:

§  An advanced degree or equivalent experience in Law, Political Science or related social sciences.

§  At least 5 years of mainstream ICLA experience, or working on and evaluating projects with focus on land issues.

§  Expertise in HLP; knowledge of women HLP rights is an asset.

§  Knowledge of the HLP sector and challenges related promoting, protecting and accessing HLP rights, preferably with specific experience in CAR or any Francophone country with similar jurisprudence.

§  Understanding of project management structures and change management concepts

§  Clear, professional and effective written French capacity. A basic understanding of the English Language is required.
