Food and Nutrition Technical Assistance III (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.
Job Summary / Responsibilities:
The Program Officer I will be a member of the FANTA operations team and will provide administrative and operational support related to project procurement, travel, and logistics, and close out.
Essential Job Functions:
- Support FANTA technical staff in the recruitment and hiring of consultants, including: ensuring proper solicitation and competition, drafting consultant agreements based on scopes of work and budgets provided by technical staff;
- Coordinate the fielding of consultants, including: travel arrangement and other logistics as needed, expense reports and fee payments review, payment monitoring and subsequent follow-up. Review and process consultant fee payment requests and ensure proper technical approval, alignment with approved level of effort, budget and other contractual compliance.
- Track travel arrangements and other logistics for FANTA staff, including airline tickets, hotel reservations, required travel approvals and notifications, travel advance preparation, visa applications, and in adherence to the US Federal Travel Regulations and FHI 360 policies and procedures. Work with the FHI 360 Travel Services Unit to coordinate travel for staff and FANTA-sponsored travelers as needed.
- Review and process expense reimbursement requests of FANTA staff and sponsored travelers, including follow up with FHI 360 Travel Services Unit as needed. Ensure proper submission of supporting documentation and cost allocation of expenditures to funding source(s) and expense categories, and timely delivery/mailing of payments to staff and consultants.
- Provide overview to new travelers and refresher sessions to existing travelers regarding travel and reimbursement policies and procedures to ensure compliance with FHI 360/FANTA policies and procedures and USAID rules and regulations governing international, domestic, and in-country travel.
- Procure goods and services for FANTA via purchase orders and other purchasing mechanisms, working closely with FHI 360 Purchasing Department and Country Office staff. Job functions include requesting cost proposals, cost comparison, and related negotiations, as needed; oversee processing of all invoices and other payment requests from vendors (with or without purchase orders) to ensure that procurement process was followed in full compliance with established FHI 360 procurement procedures and full compliance with procurement policies and regulations under FANTA’s Cooperative Agreement.
- Provide operational and administrative backstopping to specific country and/or project activities as assigned, anticipating program operational needs, alert FANTA technical managers and other concerned staff to the issues, and propose and carry out a specific course of action. Provide operational and administrative backstopping support to FANTA field staff, acting as a liaison between field, FANTA and FHI 360 Enterprise Services.
- Ensure that project staff, both in the field and DC, are kept abreast of FHI 360 policies and procedures, additions, revisions, and modifications at all times.
- Provide support to FANTA to assist with project development and implementation by arranging meetings, drafting correspondence, maintaining filing systems, assisting in reproduction and photocopying, mailing, and responding to inquiries.
- Maintain project databases and filing systems, such as tracking travel advances, expense reports, and trip reports information and managing issue logs as needed for project management.
- Provide logistical support for conferences, workshops, training sessions, and meetings. Such support may include assisting with preparation of materials and correspondence, obtaining facilities and equipment, coordination of schedules and arrangement of other support services.
- Coordinate the integration of FANTA field activities into existing FHI 360 country offices or work with the FHI 360 Business Unit in opening and closing of project offices in countries without FHI 360 official representation to ensure compliance with FANTA’s Cooperative Agreement and other FHI 360/USAID requirements.
- Manage FANTA project property, computers and other supplies, including purchasing, maintenance, inventory, and disposition plans.
- Lead and carry out onboarding of new staff and other human resources activities as needed.
- Assist with FANTA close-out activities pertaining to field operations and HQ, including scheduling close out meetings, checking on progress, communicating with other FHI 360 units, finalizing inventories and preparing property disposition plans, and proper closing of all FANTA contracts.
- Conduct day-to-day operations of the project, including providing on-the-spot support to FANTA staff with computer- and other equipment-related issues.
- Other duties as assigned.
- Bachelor’s Degree or international equivalent in one of the following or related fields: Accounting, Business, Business Administration, Finance, International Business, International Relations, Liberal Arts, knowledge/information services, Communications, Public Health, Education, Management or Project Management..
- 2-5 years’ of relevant experience required with public health or non-profit program management and U.S. Government rules and regulations.
- Knowledge of Word and Excel required. Database, graphics and/or desktop publishing software preferred.
- Experience in supporting technical assistance activities to developing countries.
- Knowledge of U.S. Federal Regulations and experience on USAID-funded projects.
- Excellent organizational skills and attention to detail. Proven ability to manage time and prioritize multiple requests effectively for completion.
- Ability to initiate and implement activities with minimal oversight and supervision, to anticipate project needs ahead of time, and to be a self-starter. Ability to establish priorities, to meet deadlines, and manage a variety of tasks with accuracy; ability to coordinate a variety of activities simultaneously and interact effectively with a diverse group of people.
- Strong interpersonal, communication, problem solving, and team-work skills.
- Excellent verbal and written English communication skills; French, Spanish, or Portuguese language skills a plus.
