WASH Head of Project / Engineering (Filipino Nationals Only)

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: Nutrition, Food, Security and Livelihood, Water, Sanitation and Hygiene, Disaster Risk Reduction Management, Advocacy and Good Governance.

General Responsibilities

**As part of the ACF-Philippines WASH intervention in ACF Operation areas, the Head of project (WASH engineering and planning) will be in charge and responsible for implementing the project in line with agreed strategy and approaches in “scaling up Sustainable and Resilient Basic Sanitation, Safe Water, and Improved Hygiene Behaviour”. This will include, but limited to, supporting the LGUs in the implementation of planned activities and provide technical guidance, planning support and advisory services on WASH technical aspects

Objective 1: Programing and technical assistance

  • In coordination with WASH PM and Head of Base develop, review proposal and details stagey and clear work plan in support of the LGU

  • Review LGU’s projects, development plans, progress and initiatives in WASH and identify gaps/needs to strengthen the LGUs WASH capacity (provincial, schools, DCCD and MLGUs etc)

  • Define strategy to improve technical capacities of LGUs and stakeholders

  • Undertake capacity building activities on WASH technical issues (eg; developing plans, designs, implementation and monitoring) and provide technical assistance in close coordination with respective LGU offices. Technical assistance will be provide, for example, through on-site training, joint review and updating planning, developing designs, standards, feasibility studies and BoQ etc

  • Ensure quality and timely implementation of the planned activities as agreed with P/MWASH in coordination with WASH PM and Head of Base.

  • To represent, to maintain and to reinforce professional relationships with other NGOs, agencies, local and provincial authorities or any other partners

  • Ensure that the project experiences are capitalized and systematized.

  • Collection and achieving of SoVs’ based on the activities, indicators and agreed format / tools and submit to WASH PM.

  • Conduct the sanitation marketing assessments and support LGUs in promoting sanitation marketing

  • Conduct Capacity building for WASH Committee/BAWASA for the sustainability of built WASH facilities in support of LGUs

  • Implement any other task required to achieve the project objective or fall within the mandate of ACF.

  • Ensure material delivered by ACF and/or LGUs meetings standards in WASH (quality and quantity)

  • Ensure completeness and quality of construction work base on the work plan and schedules.

  • Ensure Turn-over of WASH infrastructures to community-based committees such as BAWASA, WASH committee and done properly

  • Represent ACF with different community stakeholders at field level.

  • Ensure procurements and inputs to be delivered to beneficiaries are done on time and in coordination with LGUs and ACF logistic team Ensure cross-cutting issues (DRR, CCA, Gender, children and PWD and etc) integrated in LGU plans and implementation

Objective 2: To manage the project budget for the activities as agreed with donors and stakeholders

  • Prepare detail work plan for each month.

  • Forecast budget requirements needed for the project implementation in regular basis (monthly) in coordination with WASH PM and Head of Base and admin staff of ACF

  • Update on a monthly basis the technical budget follow-up according to the real expenditures done on technical budget lines and revise project forecast.

  • Control and approve the request from the project team before communicating them to the admin/log department (Procedure, budget and result to be achieved needs to be check).

  • Ensure co-funding related documents are available according to the donor guidelines and formats and keep records on the co-funding amounts. Monitor LGU level WASH budget allocation against their plans

Objective 3 : To coordinate the project financial, logistic needs and security situation with the Head of Base (or Base Admin. and Log Assistant)

  • Coordinate and plan the activities with other ACF departments (Administration, Logistic, Community Organization) and the local partners and LGUs

  • Prepare procurement planning for technical components and update on regular basis.

  • Ensure the quality, quantity and timely delivery of supplies/ equipments as per planned activities in coordination with Logistic departments and HoB.

  • Forecast on a monthly basis the logistics operations needed for the next quarter (per week) to the logistic department

  • Control and sign all the Internal Order Forms from the technical team before communicating them Base Logistician (Procedure, budget and result to achieve needs to be check).

Objective 4: Reporting

  • To update on a monthly basis the annual works plans and Result Matrix of the project according to the achievements of the period

  • Ensure timely submission of technical and activity reports in agreed format

  • Collection and achieving of SoVs’ based on the activities, indicators and agreed format / tools and submit to WASH PM.

  • Archiving project technical documents systematically to facilitate organizational level learning, memory and reporting.

  • Consolidate annual technical reports of ACF project teams and of partners Adhere to the Mission reporting system and submit on time reports requested.

Objective 4: Security/others ^

  • Respect the Security rules of ACF and coordinate with the Head of Base/Logistic or designated staff at the base and transmit secuirty related incidence

  • Report any damage to the project/project facility caused by natural or man-made calamity and properly record WASH related field implementation progress.

  • Adhere to the Mission reporting system and submit on time reports requested.

  • Ensure safety procedures and rules are respected in the field by all workers

CONTRACT PACKAGE

QUALIFICATIONS

Bachelor’s Degree in field relevant (civil engineering) **

  • Experience in planning, designing, managing and/or providing technical assistance services in WASH sector

  • Experience in providing technical assistance services/support to LGUs

  • Developing WASH plans and conducting feasibility studies

  • Familiarity with the local culture, ability to develop respect from a wide range of people and strong ability to communicate effectively on WASH technical aspects

At least two (2) years’ experience in working in WASH sector;

Understands LGUs level planning process;

Working experience with LGUs and communities; understanding of CLTS/PHATS approaches

Ability to work well in a team in difficult circumstances.

Flexible to work under pressure and remote area.

Excellent English language in written and spoken is essential apart from Tagalog (Maguindanao is an advantage)

Knowledge of computer software applications (e.g. windows, word, excel). **
