Technical Officer/IST Data Manager

Ouagadougou (Burkina Faso)

OBJECTIVES OF THE PROGRAMME : To reduce mortality, morbidity and societal disruption resulting from epidemics, natural disasters, conflicts and environmental, chemical, radio-nuclear and food-related emergencies, as well as antimicrobial resistance, through prevention, preparedness and response in the context of the International Health Regulation (IHR 2005).To increase country capacity to implement international health regulation, to build resilience and adequate preparedness for mounting a rapid, predictable and effective response to major epidemics and pandemics and to manage public health risks associated with emergencies. Description of duties: The Technical Officer, IST, Data Manager supports the collation and processing of national data related to health security and emergencies, leads data analysis and supports the production of information and strategic reports, in the context of IHR capacity reviews, and according to the needs of targeted programmes and other data requirements related to health security and emergencies in the WHO/AFRO Region covered by the IST for decision making.Context - Under the supervision of the Programme Manager/Coordinator (TBD), IHR and Preparedness, the incumbent develops, updates and maintains databases as assigned to respond to specific needs and/or on the basis of instructions to support the work of HSE to ensure the availability of sustainable and reliable source of information and facilitate critical information-sharing throughout the Regional Office, ISTs as well as at the regional and country levels.The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda: - In line with work plans and/or specific instructions, to develop, up-date and maintain databases to facilitate critical information analysis, M&E, information-sharing assessment of progress, lessons learnt and gaps in order to improve evidence based decisions related to health security and emergencies.- To participate in the maintenance and up-dating of existing information technology infrastructures as related to databases for the area of work to respond to users' needs and demands, ensuring quality and security of data. As required, to participate in the development/revision of training materials for database and provide training/briefing to users.- To collaborate with the development/revision of Standard Operating Procedures (SOP) and guidelines for data management in line with WHO/AFRO policies, to ensure a cohesive approach, monitoring their implementation and adjusting them, as necessary. Within the delegated authority, to evaluate and recommend for external vendors and the acquisition of software and IT tools, in close collaboration with other Data Management Officers.- To act as front-line focal point for specific databases to discuss needs and share knowledge and experience.- To perform other related responsibilities as assigned, including replacing and backstopping for others as required. REQUIRED QUALIFICATIONS Education:Essential : First university degree in computer science, or statistics with specialization in database development and management Desirable : Training or good understanding of IT practices.Verification of Educational qualifications:"In the event that your candidature is retained for an interview, you will be required to provide, in advance, a scanned copy of the degree(s)/diploma(s)/certificate(s) required for this position. Skills: Excellent organizational, technical and analytical skills with the ability to multitask and resolve technical issues as related to database management problems in a proactive manner; Proven IT skills, with an in-depth knowledge of database development and management, preferably complemented by knowledge/experience in software/hardware such as GMS, E-Health, etc.; Excellent interpersonal skills with ability to solve and explain technical issues, and take part in training activities with tact and diplomacy; Ability to write in a clear and concise manner, and to present factual information on database applications; Knowledge of WHO/AFRO practices and procedures an advantage.Ability to use standard office software packages, Conversant with common IT software including eHealth tools.WHO Competencies1. Languages: Excellent knowledge of English and/or French with a good working knowledge of the other. Additional Information: WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates.
