Education is a fundamental human right, enshrined in a wide range of internationally recognized conventions and declarations. Yet millions of children and youth living in amidst conflict and crisis are constantly denied the right to learn, to develop and feel safe. Of the 59 million out of school children of primary age, more than a third live in countries affected by conflict.

Conflict has devastating impacts on education systems, including quality education. Schools should promote the protection and well-being of learners and the education personnel must be equipped with the right skills and knowledge to create a supportive learning environment.

NRC’s education programmes target children and youth who face particular education needs related to their displacement.

In order to benefit displaced children and youth, NRC may assist other groups such as parents and guardians, teachers and children and youth in host communities. Education authorities are also supported as a means to fulfil the education rights.

The Prevention of Sexual Exploitation and Abuse (P-SEA) is a priority area for the NRC Education Core Competency. SEA occurs in different environments and widespread gender-based violence in and around schools seriously undermines the achievement of quality, inclusive and equitable education for all children.

While P-SEA in humanitarian settings in not a new discipline, SEA prevention and response in education is an overlooked area both in terms of policy, research and practice. For instance, the limited data available points to alarming protection gaps with serious consequences on children and youth.

The P-SEA Education Consultant will collaborate with the Education Technical Advisors within the Core Competencies Unit of the Support and Programme Development Section of the Field Operations Department in NRC. She/he will support the global roll out of the P-SEA Education initiative in a number of country programmes across the world.

Job Description

Summary of the main tasks ‘areas:

  1. Training & Capacity Development

    1. Conceptualize, organize and deliver the trainings at global, regional, national level (including webinars)
  2. Strategy Guidance & Implementation Support

    1. Assist COs in developing P-SEA strategies and work & implementation plans
  3. P-SEA Tool & Programme Development

    1. Continue to review, refine, adapt and develop the P-SEA tools/handbooks
  4. M&E & Evidence-generation

    1. Assist the development of P-SEA ToCs, Results Frameworks. Contribute to the learning agenda with collection of best practices, case studies, etc

Specific responsibilities

  • Responsible to disseminate the NRC P-SEA Education Guidelines and Toolkit
  • Support the implementation of the P-SEA project globally
  • Organize and deliver trainings at the regional/country level
  • Provide capacity building across Country Offices in the different Regions to ensure that NRC delivers high quality, effective and relevant programming in line with the P-SEA priority
  • Provide strategic advice and guidance to the Country Offices, Regions and Regional Office in relation to P-SEA initiative
  • Responsible in collaboration with the Global and Regional Technical Advisers for maintaining technical support lines and communication with the Country Offices, Regions and Regional Offices
  • Support the development of specific country / regional Education P-SEA work plan

  • If necessary assist the Country Offices to recruit or identify qualified project staff to become the focal point of the initiative

  • Monitor the development of the initiative in close collaboration with the Global and Regional Advisors

  • Ensure that best practices are identified, documented and disseminated both within the organisation and as per donor requirement

  • Write global project proposals in order to expand the initiative

  • Support country programmes in the development of new specific P-SEA education proposals

  • Develop the P-SEA Strategic Plan for 2016 and 2017 Strategy

  • Be in charge of donor report and compliance

Qualifications

  • Minimum 5 years of relevant professional experience as a manager or consultant within in the field of education, child protection and GBV and in the humanitarian sector

  • Experience as trainer (specifically in education and P-SEA)

  • High level of professional expertise in education in emergencies, child protection and humanitarian settings

  • Experience from working in complex and volatile contexts, and ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities

  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources

  • Experience in P-SEA project implementation and training

  • Documented results related to the position’s responsibilities

  • Fluency in English, both written and verbal. Working knowledge of French is required. Spanish and Arabic are desirable.

We offer

Commencement: 1st July.

Contract period: 6 months (50%, time flexible).

Salary/benefits: According to NRC’s general directions.

Duty station: Home based with travels to Oslo, Norway and missions to the regions to facilitate the training, and support but if necessary.
