For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been working in the Philippines since 2012, through a project of health and environmental risk reduction related to e-waste informal dismantling activities, in 4 communities of Metro Manila.
A capitalisation conducted in December 2015 provided a very good overview of the strengths and weaknesses of the project. The pilot phase of this project will end in December 2016, and MdM is planning to conduct an exploration mission to identify new implementation sites to replicate and scale-up this pilot, depending on availability of funding, based on lessons learnt. In particular, the next phase should include a research component in order to measure and evaluate the impact of MdM’s intervention.


Under supervision of the Eurasia head of unit, you supervise and coordinate the programmes implemented by MdM France in Philippines in the respect of people and goods’ safety, and in order to guarantee the programme’s relevance and its compliance with the predefined objectives. You co-design MdM’s operational strategy in Philippines (alongside with desk officer and RMs), and provide leadership for the country program.

-You are responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.
-The team is composed by 12 national staff and you manage directly 3 persons. You participate to recruitment processes in collaboration with medical advisor, project manager and administrator.
-You supervise implementation of appropriate security guidelines and procedures, ensure that they are maintained, updated and adhered to by the teams.
-You analyze political and humanitarian issues and consider strategies and immediate response.
-Reporting and proposals for donors as well as regular reporting to HQ is under your responsibility.
-As general coordinator, you will represent MdM and carry out negotiations with local authorities, international donors, international organizations and other NGOs with the support of the medical advisor and the project manager.
-You ensure that appropriate human resources / legal issues, administrative, financial and logistics procedures are implemented and maintained in accordance with the MdM rules and guidelines.
-You elaborate with the administrator the MdM annual budgets, monthly fund request and budget for proposals. You oversee budget follow up ensuring that country programmes are implemented within their budgets.
-Considering the high frequency of natural hazard in Philippines, you take part in early surveillance mechanisms, disaster risk reduction (DRR) and emergency preparedness clusters at country and provincial levels.

Previous experience as coordinator or head of mission
Strong experience in representation
Experience in advocacy and networking
Experience in empowerment of community based organization
Preferable experience in health sector, and especially community health
Experience in exploratory mission and in DRR is an asset
Strong skills in planning; ability to manage priorities
Skills in team management
Ability to socio-political analysis of the context
Impartiality ; diplomacy ; adaptability
Ability to synthesize
Respectful of local culture and willingness to learn from the Philippines team & partner
English fluent (oral and written)
French and Tabalog is an asset
