Context: In Jordan, based in Amman with regular travel to countries across the region

Since few months, a Middle East Regional Office has been created by ACF Spain and ACF France to provide support to the ACF Country Offices based in the Middle East: Egypt, Syria, Jordan, Iraq, Lebanon, Occupied Palestinian territory (OPT) and Yemen.

The main objectives of this platform will be to reinforce the knowledge management at regional level for an improved accountability through a regional MEAL strategy, to reinforce the HR management and capacity at regional level, and to intensify ACF profile at regional level through improved accountability, visibility and coherence.

Length of contract: 6 months (renewable) starting from the 1st of July 2016**

The position: Under the supervision of the Humanitarian Crisis and Conflict Advocacy manager (based in Paris), you will provide technical support, training and strategy for ACF-France Countries: Jordan, Iraq and Yemen.

More precisely, you will be in charge to:

· Develop, coordinate, implement, monitor and evaluate ACF national and regional advocacy strategies for Middle East

  • Develop and coordinate ACF advocacy in the Middle East as part of the ACF International network

  • Support, develop and coordinate the advocacy strategies of ACF each mission in close cooperation with each country office, and ensure complementarity and coherence of messages across national, regional and international levels, aligning messages to the different targets and ensuring a joint ACF position for the region

  • Implement regional and national advocacy activities: carry out context, stakeholders and policy analyses for the missions, key messages and asks, briefing papers, letters, etc.

  • Support managing advocacy grants and lead the writing of further successful advocacy funding proposals

  • Work closely and provide necessary information and messages to the Regional Communication Officer

· Support and enhance policy and advocacy capacity in ACF missions

  • Provide technical assistance on humanitarian advocacy to ACF missions: support the development of national advocacy strategies and action plans, assist in recruitment and matrix management of advocacy positions, develop and roll out advocacy tools

  • Organise and implement advocacy trainings for ACF teams on advocacy, IHL and humanitarian principles

  • Identify and support missions in their partnerships with civil society organisations and platforms at national and regional level

  • Develop and enhance ACF position at regional level

  • Represent ACF in advocacy regional fora

  • Develop a good network of contacts and strategic partnerships and alliances with other humanitarian and development actors in the region

  • Elaborate strategies to approach donors and promote advocacy actions

The applicant:**

You hold an advanced university degree in international relations/ affairs, social sciences, or similar field, with at least 5 years of demonstrated experience in planning and implementing advocacy activities. You have a strong and demonstrated expertise in humanitarian Advocacy and International Humanitarian Law and/or representation, negotiation and influence of aid policies at a high level, especially in Middle East.

You have a demonstrated working experience in policy analysis, data collection, analysis and interpretation, writing and production of reports, policy briefs and publications.

Autonomous and result-oriented, you have strong political and diplomatic skills and capacity to promote consortiums and partnerships.

English fluency is compulsory. Arabic and French would be an asset.

A first experience with ACF will be a plus and previous experiences in the Middle East will be much appreciated

Capacity to work in complicated security environment is required.
