General coordinator (M/F) - Palestina

It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

Médecins du Monde France (MdM-F) has been working in the Palestinian Territories since 1995. We are currently implementing emergency and development programs in Gaza and West Bank, in the sectors of Mental Health, Emergency Preparedness, Protection and Reproductive Health.

Established in Gaza since february 2002, MDM-F aims at mitigating the impact of the conflict on the health of the population of Gaza Strip. In Nablus and the Northern West Bank, MDM-F is working particularly in the mental health and psycho-social sectors to integrate mental health services in Primary Health Care Centers.


As general coordinator, you will be responsible for the overall supervision and development of the MdM-F mission in Palestine. You will co-designs MdM’s operational and advocacy strategy in Palestine, and leads its implementation.

You will reports directly to the desk officer and mission responsible in HQ. You will manage the country coordination team: administrative coordinator, field coordinator Gaza, field coordinator Nablus, advocacy coordinator, and mental health coordinator.

More precisely, you will be in charge of :

  • The strategy & program quality

You will elaborate and share a continuous analysis of the socio-political and humanitarian context, and adjust the MdM intervention to the needs.

You will take part in defining the operational strategy together with the coordinating team, the desk, and the RMs.

You will support the field coordinator for the daily implementation of the projects and propose adjustments if needed.

You will promote sustainability in MdM intervention and transfer to local partners.

You will supervise the drawing up of a monthly report on overall activities of Palestine MdM team.

  • The mission development

You will launch the elaboration of concept notes and project proposals and participate in their redaction.

You will undertake pro-active donor prospection and propose alternative sources of funding for discussion with the HQ. After discussion with desk / DDI, you will be responsible for the implementation of the approved donor’s strategy in the field.

You will support field coordinators in human ressources management.

  • The safety management

You will undertake regular follow-up and propose analysis of developments in the Israeli-Palestinian conflict and the regional situation, with the support of the information provided by the national logistics and security managers. You will exchange on a regular basis with the desk and RM about this, particularly the possible impact on the mission.

You will be responsible for safety for the whole mission and share information with MdM-Switzerland and MdM Spain teams on this issue.

  • The institutional Representation and Coordination

You will represent MdM-F with Palestinian authorities, consular authorities, international institutions, and the Israeli military authorities.

You will represent MdM-F in dealing with other NGOs, the inter-NGO coordinating body, AIDA, and its Humanitarian Steering Committee, and other coordinating committees.

You will represent MdM-F in relations with the various MdM delegations present in Palestine.

-The communication and advocacy

You will centralize information coming from field and HQ and ensure smooth flow of communication among the various parties involved in missions

You will ensure implementation of the communication and testimony policy as defined in collaboration with the RM, the desk and specialised departments in HQ.

Upon request, you will be able to respond to media requests in the field, in link with the communication department in Paris HQ.

You will supervise the elaboration of the advocacy strategy of the mission and implement the advocacy plan in relation with the desk officer and the advocacy coordinator.

Contract : Fixed-term contract

Duration : One year

The posistion is based in Jerusalem/Ramallah with possible travels to West Bank and Gaza.

Experience in a similar position (min. 3 years)
Experience in supervision and team management in a humanitarian organization (min. 5 years)
Experience in negotiations and relations with local partners and authorities in a difficult legal, administrative and political context
Field experience under potentially hazardous safety conditions
Experience in public health programs.
Good management and communication qualities
Strong organisational skills
Ability to defend advocacy position in front of external actors
Resistance to stress in tensed security context and heavy workload
Knowledge of Windows environment (Word, Excel...)

Driving licence (for manual cars) an asset
Experience in mental health, reproductive health and protection projects an asset
Knowledge of Arab or Muslim world

Languages: English mandatory, French or Arabic are assets
