Country Administration Manager (CAM) (Local Contract)

Plan WARO is recruiting a Country Administration Manager (CAM) to support its operations in Central Africa Republic (CAR).

Plan’s operations in CAR have taken off significantly with an increasing portfolio since its first year of operations. Plan’s focus is on education, protection and complementary areas and has an employee mix of international, seconded and local staff.

The role of the Country Administration Manager (CAM) is to provide administra­tive support to the Sub offices and the Country Office in the following areas: procurements, logistics, office management, contracts/legal issues, and general administration. Under the direction of the OSM, the CAC will assist the latter in the day-to-day management of the Plan International Central Africa Republic (Plan CAR) Office i.e. plan, manage, coordinate, and superintend all operational, support, monitoring and reporting tasks of the country in the above areas. S/He will organize, lead, coach, train and mentor the administration team with the aim of improving the efficiency and effectiveness of the country’s overall operations.

  • Provide guidance and support to all sub offices and the Country office in administration related issues

  • Design appropriate training programs for Adminis­trative staff at the CO and in the SOs.**

  • Review, and revise if necessary, all legal documents and procedures in use by the Country Office and Sub offices.**

  • Review all contracts and agreements and make recommendations to the OSM before approval.

  • Monitor contract implementation and maintain a logbook with up-to-date key management information for all active contracts.

  • Annually review all Plan CAR contracts and ensure that they are in keeping with Plan's policies and procedures, protect Plan's interests and follow country’s legislation. Design appropriate standard contracts for common practices in the country, including consultancy contracts, constructions, project agreements and other related legal documents.

  • Regularly review Plan CAR country agreement and ensure that Plan CAR meets all its obligations as stipulated in the agreement.

  • Liaise with Plan’s Lawyer at the request of the OSM and provide the Country Office and/or Country Managers with appropriate and timely advice on legal matters.

  • Perform other administrative duties in a manner that supports the Country Office Team and improves Plan CAR efficiency and effectiveness.

  • Supervise administration staff

Job requirement

  • University Degree in Business/office administration or related field.

  • Knowledge of Procurement procedures

  • Knowledge and understanding of CAR administrative environment;

  • Ability to manage time effectively and prioritize tasks

  • Ability to maintain achieve operational efficiency and identify and mitigate risks related to administration.

  • Demonstrates a high level of discretion and confidentiality in handling sensitive situations

  • Demonstrates a high degree of professionalism/integrity

  • Flexible with a ‘can-do’ and problem solving approach

  • Patience

  • Leads by example to motivate high performance of others

  • Very strong commitment to continuous learning

    Physical Environment and Demands

  • Travel to Sub Offices is required as necessary to ensure that Admin department supports SO in providing information and advice.

  • Travel abroad may be necessary as per regional office requirement and request.
