Senior Gender and Youth Advisor, Cambodia

ACDI/VOCA is currently seeking a Senior Gender and Youth Advisor for a prospective multi-year USAID-funded horticulture market development program in Cambodia. The project will have a strong focus on sustainable, private-sector driven market development in several horticulture value chains. The project will include a value chain assessment of vegetable markets to identify target horticultural crops; strengthen producer associations and partners; deliver training and technical assistance in horticultural production; improve access to high quality inputs, technology and finance; improve post-harvest handling and strengthen market linkages. The Senior Gender and Youth Advisor will advise the public/private sector in developing strategies and plans to improve the economic participation rate of women and youth and to develop systemic changes within the labor force and businesses; plan and implement public awareness campaigns; monitor and report project progress and resource utilization.

Responsibilities:

  • Provide oversight of gender and youth strategies in collaboration with value chain and other lead personnel to ensure the integration of gender and youth concepts into program design, implementation, monitoring and evaluation
  • Revise and update gender and youth strategies on an annual basis including developing and submitting work plans with specific activities, results and a timeline for achievement
  • Assess women’s and men’s roles along target value chains
  • Contribute to the technical review and scoring of concept notes under project Grant Fund
  • Develop and oversee a capacity building plan for grant recipients
  • Collaborate on behavior change communications strategy as it relates to increasing women's inclusion in the economy
  • Conduct data quality reviews to ensure that program reporting systems are collecting and reporting on gender disaggregated data, sensitive indicators and impacts
  • Assist in the preparation of reports and documents for submission to USAID and ACDI/VOCA headquarters
  • Record stories of successes, challenges, lessons learned and recommendations
  • Provide training and technical assistance to ACDI/VOCA staff members and partner organization staff in the utilization and management of gender and youth monitoring and impact assessment tools
  • Represent USAID during meetings related to gender and youth
  • Perform other duties as assigned

Qualifications:

  • A Master’s degree in sociology, gender studies, economics, business administration, or a related field required
  • Seven (7) years or more of progressively responsible work experience demonstrating experience conducting gender analysis and integration programming, including with on-the-ground participatory approaches to research
  • Understanding of USAID’s gender and value chain techniques and approaches
  • Experience with USAID-funded projects preferred.
  • Fluency in Khmer required; strong English language written and oral communication skills preferred
