Women’s empowerment and care Programme Manager

WE-CARE, Women’s Empowerment and Care is an Oxfam initiative that supports a variety of approaches to reducing and re-distributing unpaid care work so that women’s time poverty is reduced, gender equality is increased and women have more equal opportunities to participate in social, economic or political activities. A large grant from one of our corporate partners will fund a component of WE-CARE that supports women and girls to spend less time on difficult care tasks. This programme uniquely combines the infrastructure development and in particular innovation in laundry with behaviour change interventions - challenging the social and cultural norms associated with the unequal workload women have and the difficulties this places on women and their families. This innovative approach to tackling insufficient water provision (for domestic uses) and facilitating women’s empowerment aims to be progressive in shaping long-term advocacy and influencing work at scale. The positive effects of this programme, are expected to directly and positively change the lives of nearly 75,000 women and girls within the Philippines and Zimbabwe. The influencing and indirect reach of the programme is also critically important. Work with the private sector, governments, media, research bodies and a critical mass of global INGOs, UN Agencies, Donors and Financial institutions to is expected to reach millions of people in developing countries, worldwide.

This post, based in Harare, Zimbabwe, will lead this high profile component of the WE-CARE programme ensuring effective and timely delivery of the programme and supporting effective communication and relationships with the donor. The post-holder will manage a team in different locations and will be responsible for coordinating inputs from a variety of technical specialists; will put in place programme management systems that ensure programme and reporting quality; will support productive relationships with the local Governments and other public and private sector partners including contractors; and will support and stimulate multi stakeholder approaches.
