Advocacy and Policy Advisor - Forced Displacement - Partnership and Policy

The Norwegian Refugee (NRC) is an international humanitarian organisation with a defined aim of “rights respected and people protected”.  NRC delivers humanitarian aid through programme activities in shelter; food security; water, sanitation and hygiene (WASH), education; and information counselling and legal aid (ICLA). NRC advocates on local, national, regional and global levels for the rights of displaced and vulnerable people.  Our advocacy is based on our first-hand experience from the field.  NRC also conducts research into global displacement and specific displacement contexts.
Role and responsibilities

Role and responsibilities

NRC requires an Advocacy and Policy Advisor (APA) on Forced Displacement to be based in Oslo and assist the Head of Advocacy and Policy Section (HoS) in the Partnerships and Policy Department with the coordination of our forced displacement advocacy portfolio with an overall aim to promote improved response to, and protection of, disaster and conflict affected persons. Forced displacement has been a major focus of NRC’s advocacy work and a strong component of our partnerships across our operational contexts.

Job description

The APA will:

  • Coordinate the continued development and implementation of the NRC forced displacement advocacy;

  • Coordinate analysis, research and messaging on forced displacement

  • Liaise closely with NRC Country, Regional, and Representative Offices, and the Internal Displacement Monitoring Centre (IDMC) to ensure a coordinated advocacy effort is undertaken across NRC as a whole.

  • Support the work of the various NRC offices engaged with context specific advocacy by working as the link between the Representative offices in Washington, Geneva, Brussels and Addis Ababa;

  • Monitor, analysis and keep abreast of the policies and developments specific to issues involving forced displacement

  • Undertake coordination of forced displacement projects;

  • Organise events when called upon to do so;

  • Network with internal and external stakeholders;

  • Draft advocacy messages, briefing papers and other products as required;

  • Contribute to the positioning and representation of NRC; and

  • Be expected to closely collaborate with other staff members in Oslo and across the organisation under the management of the HoS.


  • Three years’ work experience relating to humanitarian action, with expertise in forced displacement and humanitarian aid

  • University degree in social science, humanitarian assistance, international relations, political sciences, human rights, law or other relevant field

  • Experience from working in complex and volatile contexts

  • Proven research, analytical and documentation skills

  • Excellent written and oral communication skills in English

Context/Specific skills, knowledge and experience:

  • Understanding of humanitarian principles, forced displacement and the international humanitarian sector

  • Extensive knowledge of forced displacement policy issues

Demonstrated experience in advocacy and representation

  • Proven coordination, networking and event organisation experience

  • Field experience with a humanitarian organisation

  • Proven project management experience, including with donor reporting and budget processes

  • Knowledge of or fluency in languages relevant for the position is an asset, especially French, Spanish and/or Arabic.

  • Contract period: 12 months, depending on funding.
