Area Manager - Central African Republic


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

We are looking for a dedicated and experienced Area Manager to lead a team of 60 staff divided between the Sibut and the Dekoa offices. The Area Manager will ensure high quality and cost effective programme and project implementation in Kemo Province. Current programs include Education, Protection, WASH, Shelter, and ICLA which include both emergency components as well as programming targeting returned communities.

The Area Manager is a member of the Country Management Group and reports to the Country Director.

The NRC programme in CAR was re-established in February 2014 and focuses on Shelter, Food Security, WASH, Education and ICLA programmes, supported by Protection and Advocacy activities. Programme activities are in Kémo, Mambéré Kadéi and Bamingui Bangoran prefectures as well as in Bangui. The NRC programme in CAR also maintains an emergency response capacity focused on life-saving and life-sustaining assistance to persons affected by new displacements as well as spontaneous return. NRC is active at local, national and international levels to advocate for the rights of vulnerable populations affected by conflict in CAR. In 2016, NRC aims to assist 110,000 persons affected by conflict in CAR.

Job description

  • Line management for senior project staff and support functions in the area
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Ensure that capacity building is provided to all staff in the area
  • Coordinate NRC program activities with authorities, United Nations agencies and other national and international agencies/organisations in the area
  • Conduct regular field missions to monitor project implementation Member of the Country Management Group (CMG)
  • Assess needs, develop emergency response and implement response plans
  • Provide area specific input on core competency strategies, Country Strategy and Plan of Action
  • Ensure overall security and safety of staff in the area
  • Ensure optimal use of resources within the allocated project budgets and CC strategies
  • Identify, initiate and follow up on advocacy issues and actively promote the rights of returnees and internally displaced persons (IDPs) in the area.
  • Compliance with and adherence to NRC policies, guidance and procedures


  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Knowledge of the context in CAR is a plus
  • Experience as head of office or similar post is a strong advantage
