BACKGROUND:

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. The world is currently witnessing the biggest refugee crisis since the second world war. An unprecedented number of  refguess have fled to Europe over the last three year, the vast majority seeking to escape conflict in Syria, Iraq and Afghanistan. Greece is currently the epicenter of the crisis in Europe. The number of people entering Greece, particularly through the islands of eastern Aegean, surged dramatically from the spring of 2015. Nearly a million people transited through Greece, 60 percent via the island of Lesvos, and into Europe in 2015 alone. In 2016, political changes in the European Union resulted in border restrictions and subsequent closure on the March, shifting the response from addressing the needs of a transitory population to a static one in multiple sites across Greece.

 

IRC was one of the first humantirain agencies to respond to the crisis in Greece. IRC Hellas seeks to restore dignity to refugees and to enhance their physical and pscholocial safety through the provision of tailored and targeted response services. At the core of our approach is targeted assistance to women and girls through safe space programming, the provision of quality case management services for gender based violence survivors and referrals to other services to aid women and girls recovery. IRC is now seeking a dynamic Women’s Protection and Empowerment coordinator to provide technical and programmatic leadership for this work in Greece

 

SCOPE OF WORK:

The Women’s Protection and Empowerment (WPE) Coordinator is responsible for providing overall leadership, guidance, coordination and technical support to IRC’s Women’s Protection and Empowerment programs throughout Greece. The WPE Program Coordinator will lead external coordination efforts and initiatives as they pertain to women and girls and maintain IRC’s leadership on GBV programming in Greece.  The coordinator will also collaborate closely with other protection coordinators in country as well as with key colleagues carrying out WASH and Economic Recovery Development (cash) programming in country.  The coordinator will report to a Senior Protecion Coordinator (SPC) and will work with the Deputy Director - Programs (DDP)to deliver quality WPE programming in Greece.   

 

The position is based in Athens with regular (50% of time) travelling throughout Greece to monitor program activities, mentor program staff and undertake assessments on programme performance. The coordinator will also be expected to have strong staff management and grant administration skills.

 

ESSENTIAL FUNCTIONS:

The WPE Program Coordinator will provide regular technical support and field-based monitoring visits to WPE teams working in Greece to ensure that all interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target areas.

 

·         In collaboration with WPE program staff, the Senior Protection Coordinator and the Deputy Director of Programs, oversee  all WPE programming in Greece through staff management, regular monitoring and evaluation.

·         Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for GBV analysis, planning, evaluation, and advocacy.

·         Ensure regular communication with the Women’s Protection and Empowerment Technical Advisor based in the Headquarters Technical Unit and integrate technical quality standards into programme delivery., possible, in program design.

·         Provide guidance and technical support to sector-specific design and implementation through regular field visits.

 

MANAGEMENT:

·         Technically manage the WPE Managers through regular feedback and undertaking their performance reviews. Assist with the recruitment of WPE management-level staff, in coordination with HR, the SPC and the DDP.

·         Ensure training and ongoing capacity building opportunities for staff on WPE-related tools and project management skills

·         Assist in developing and overseeing program budgets to ensure an appropriate and efficient use of resources, and that IRC WPE projects comply with internal and external requirements.

·         Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs.

 

PROGRAM DEVELOPMENT

·         Coordinate and support all WPE programs and components within Greece to ensure timely, effective and quality activity set-up, implementation, and monitoring, evaluation and learning.

·         Provide leadership on program development and strategic planning; and actively pursue where needed new program funding opportunities in-line with the the country program’s strategic outcomes.

·         Identify gaps in the WPE programs and work with the team to develop innovative approaches and mechanisms to address them.

·         Conduct regular field visits to assess program quality and progress toward objectives and facilitate collective problem solving with staff and other stakeholders to address challenges identified.

·         Develop and maintain a monitoring & evaluation plan and framework for current and new WPE programming, ensuring ethical and systematic processes of data collection, analysis and information sharing.

·         Ensure programs and activities are locally led and owned by the individuals and communities who the IRC serve.

·         Actively identify, build and promote partnerships with INGOs, UN agencies, local and national women’s groups, organisations and networks working on VAWG and WPE issues, with the objective of facilitating strong coordination and collaboration.

·         Proactively work with other IRC  Protection programs  to identify areas and opportunities for collaboration, design integrated proposals, and collectively implement projects that multiply positive outcomes for the people we serve.

·         Develop and implement a country sector strategic  work plan for Greece, ensuring that program roll out and development are in line with country strategic plans and meet grant management milestones.

 

REPRESENTATION, COORDINATION AND ADVOCACY

·         In coordination with the SPC; actively develop and maintain effective working  relationships with key GBV response stakeholders in Greece including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

·         Develop strategic partnerships with local organizations, wherever possible.

·         Regularly attend GBV sub-cluster meetings and feed in IRC priorities at Athens-level meetings.

·         Coordinate with the DDP and SPC to ensure field level information and contextual challenges are brought to relevant Athens political stakeholders to push for standards and procedures that systematize how WPE is implemented and coordinated at the field level.

 

FINANCE, BUDGET AND GRANT MANAGEMENT

·         The coordinator will be responsible for WPE program budgets.  A key responsibility will be ensuring regular  budget monitoring  to ensure alignment with programme spending plans, (budget vs actual analyses), and  the development of remedial plans where necessary to ensure budgets are optimally utilized.

·         Work with the field teams in the development of WPE program budgets, cash projections and spending plans and any other grants as may be required, and to ensure diligence in grants utilization.

·         Work with the Grants Manager to ensure all WPE grants are in compliance with donor guidelines and contracts/ agreements including budget flexibility and reporting requirements.

·         Ensure high-quality and timeliness of IRC and donor reports on activities, indicators and achievements.

REQUIREMENTS

·         MA/S or equivalent in health (MPH), social science,  development humanities or other related degree is desired.
·         At least five years of overseas experience, including substantial  experience in gender-based violence programming and at least 2 years experience in direct service provision for survivors of sexual violence and domestic violence.  This could be gained in the humanitarian sector or in domestic services including but not limited to -  trafficking, domestic or honor abuse survivors
·         Previous experience supervising and managing a multi-disciplinary team.
·         Demonstrated experience in capacity building and mentoring of  staff.
·         Knowledge, skills and experience in participatory methods, community development and partnership.
·         Demonstrated leadership, communication, and facilitation skills.
·         Excellent interpersonal and problem-solving skills.
·         Excellent coordination and networking skills.
·         Willingness to travel extensively throughout Greece
·         Excellent written and oral English skills
·         Experience in grant management and proposal writing
·         Excellent computer skills in programs such as: MS Word, Excel, Powerpoint.
