FEWS NET - Deputy Chief of Party, Technical Director

FEWS NET is a complex activity designed to deliver evidence-based analysis and early warning of hazards, food insecurity, vulnerability to food insecurity, and famine to the US Government and USAID, and to national governments and regional, international and non-governmental organizations in the countries of FEWS NET coverage. The project will be implemented in collaboration with over 24 small country offices located largely in Africa, as well as via coverage of additional countries throughout the world. FEWS NET will monitor, analyze, and report on food and nutrition security conditions in countries that collaborate with the activity.

Responsibilities

The position will be based in Washington, DC with intermittent travel to field offices. The Deputy Chief of Party (DCOP), Technical will provide technical support in the area of food security monitoring and assessment spanning the technical fields of agriculture, agricultural economics, market linkages, early warning, economics, emergency response, food security, geography, climatological considerations, planning, public health and rural development. The DCOP, Technical will be responsible for the following activities:

· Manage a team to analyze and report on food security conditions in over 25 countries

· Oversee the development of early warning and food security information products

· Oversee FEWS NET’s Washington-based decision support and reporting processes

· Provide information briefings to senior staff in the USAID, other USG agencies, UN agencies, and partners

· Oversee the facilitation, communication, and integration of USG Science partners’ work

· Serve as principal liaison with USAID, multiple governments and community stakeholders on program communications and technical implementation activities.

· Provide timely and accurate reporting to USAID on all program areas

· Technical review of early warning and food security reports

· Support capacity-building and network strengthening to international, regional, and national partners

· Ensure timely and high-quality delivery of the activity’s core information products into decision-making processes

· Contribute to the development of new information products targeted to specific decision makers (as required)

· Drive the technical direction of the project in close collaboration and coordination with the Chief of Party and the Early Warning Advisor

Basic Qualifications:

  • Advanced degree in Agriculture, Agricultural Economics, Climate Science, Geography, Public Health, or Economics
  • Minimum of 10 years previous professional experience in a closely food-security related field (especially agriculture, agricultural economics, early warning, economics, emergency response, food security assessment, geography, planning, public health, and rural development)

· Minimum of 5 years of senior-level experience in managing a complex activity in multiple countries; Prior Deputy Chief of Party, Team Leader, or Technical Director experience required

· Demonstrated experience working with senior host-country counterparts

  • Excellent interpersonal and team-building skills
  • Excellent editing, reporting and writing skills
  • Experience with web-based knowledge management tools
  • Effective communicator and presenter
  • Demonstrated advanced project management, leadership, and technical skills
  • Fluent English, fluent French or Spanish highly desirable
  • Knowledge of USAID policies and regulations
