Resource Acquisition Manager

Phnom Penh


This is an exciting time at World Vision as we are 6 months into a 2 year transition process to deepen the link between our national strategy and programming. This entails looking deeply at and reviewing our programming approaches to more effectively contribute to the sustained well-being of children, especially the most vulnerable.

As a result of this process we expect all programs to show a clear contribution to national strategic objectives and targets. We aim to scale-up of evidence-based promising practices, ensuring local ownership and sustainability, while promote efficiency in costs and workload.

This position is critical to leading this transition through acquiring grants and private non-sponsorship funding to our Technical Programs and National Strategy,


To provide leadership in developing and implementing a business plan for resource acquisition and funding diversification in World Vision Cambodia, and enhance organizational capacity for acquiring grants and private funds according to donor and WV standards

Being a senior member of the Integrated Programs Team and reporting to the Director Integrated Programs, this position has line management responsibility for the Resource Acquisition Unit (RAU) staff. Effectively collaborating with the Technical Leads within the Integrated Programs Department, Project Management staff in the Operations and Strategy & Evidence departments is critical to successfully fill this role.


  1. Resource Acquisition

  2. Identify opportunities to acquire grants in support to National Strategy and Technical Programs and work with support offices (SO), regional office (RO), and other donors to acquire grants/private funds

  3. Review calls for proposals and utilize Go/No Go Tool to recommend (to One Voice Management Team) whether WVC should pursue funding opportunities.

  4. Leverage SO, RO, Global Centre (GC) technical support in the grants development process when required

  5. Manages the concept, proposal, and submission stages

  6. Facilitates development of project logic & design through Project Design Teams

  7. Produce high quality grant proposals

  8. Management of Donor Relations

  9. Facilitate and establish relations with new and existing donors engaging sector managers with donor counterparts

  10. Matrix Management Relationship to the East Asia Regional Grants Acquisition and Management (GAM) Director.

  11. Leadership and Capacity Building of Local Staff

  12. Build the capacity of WVC staff in grant acquisition and management.

  13. Develop a strong local second liner to take increasing team management ability and resource acquisition responsibility.

  14. Develop/update Resource Acquisition Business Plans

  15. Lead the develop and implementation of a Business Plan for Resource Acquisition

  16. Maintains effective acquisition pipeline

  17. Utilize the phased Go/No Go Tool to communicate and document OVMT decisions & ND approval


  • Demonstrated 5 years experience in successful project design, proposal writing, funding acquisition, and donor relations.

  • At least 3 years experience in management of a unit or department is desirable

  • Demonstrated track record of strong influencing and networking skills; consortia/network development experience.

  • MSc/MA in Development Studies, International Relations, Business Administration, Social Sciences or Technical ( Public Health, Education)

  • Knowledge of program development and design, resource acquisition, major donors and multi-laterals and donor relations

  • Knowledge of major Institutional Donor specific priorities, processes, and standards

  • An excellent verbal and written English communication

  • In-depth knowledge on program design, monitoring and evaluation, including participatory theory of change/project logic development

  • Competent in use of Microsoft Office programs & Lotus Notes
