SENIOR ADVISOR, MONITORING, EVALUATION AND LEARNING

CARE is seeking for Senior Advisor, Monitoring, Evaluation and Learning (MEL) who will play a key role in changing the status quo around MEL, re-energizing country, regional and global initiatives through a MEL practice that is not burdensome but rather supportive of dynamic and creative programs and initiatives that multiply impact.
CARE has embarked on a number of changes related to monitoring, evaluation and learning (MEL). These include the rollout of global outcome and impact indicators, the establishment of new working groups on MEL and increases in MEL staff capacity, information communications technology platform pilots and a focus on defining impact that happens though contribution rather than attribution.
Nonetheless, much remains to be done to ensure that MEL is not disjointed from but rather intrinsic to project, program and initiative design and implementation at CARE. In addition, there is growing consensus within evaluation circles that traditional approaches to establishing causality are not adequate to explain the change that has happened in complex, dynamic environments. CARE’s newly created Impact Growth Strategies present a new opportunity to create MEL systems that are supportive of multiplying impact and measuring change in complex environments.
Work through current International Monitoring (IM) working groups and regional impact measurement systems, assist with the articulation of learning questions and theories of change. Promote learning from prototypes, and rapid MEL in support of rapid feedback cycles and increased project participant feedback. Conduct data analysis and visualization of global reach, process, and outcome and impact data. Create spaces for discussion and reflection on data findings. Working with MEL colleagues, conduct cross-cutting data analyses related to the goals and approaches of the CI program strategy and highlight impact Identify central programming narratives and key success stories in circulation within the organization and substantiate with data. Support the adoption of methods that can track contribution to impact (rather than direct attribution). Deepen understanding of systems evaluation and its application within CARE.
Advanced degree in international development or behavioral/social sciences, including training in both qualitative and quantitative methods and applied program evaluation; More than 5 years proven experience in monitoring and evaluating in a developing country context or within an international development organization; Demonstrated skills in quantitative and qualitative data analysis and data management; Experience in questionnaire development (including testing for reliability and validity); Experience in program design, implementation and evaluation; Demonstrated skills in qualitative and quantitative research methods; Experience in applying complexity-aware methods for measuring social change; Experience in mapping and measuring change through theories of change and other hypotheses of change; Experience with communicating change through storytelling, writing, superior verbal presentation skills and facilitation; Expertise in statistical analysis computer programs such as SAS or SPSS; Excellent verbal and written English skills, particularly communications skills for diverse audiences; Proficient in Excel, Word, PowerPoint, Access.
