Projects Coordination Manager, Humanitarian Mine Action / Safer Communities Programme, Libya/Tunisia
DCA is looking for an experienced Projects Coordination Manager (PCM) who will refer to the in-country Programme Manager and be responsible for coordination of the overall implementation of programme projects. The PCM be responsible for the coordination of international experts/project coordinators and act as the day-to-day focal point for all issues related to the implementation of their individual projects. The PCM will provide support to international experts/project coordinators in implementing their projects and they will report to the PCM about their activities and progress against targets.
The PCM is responsible for the production of internal and donor reports, and communication materials about the programme and will work closely with the Programme Manager to develop proposals. The PCM will represent DCA in interagency, donor, partner, local and national authority meetings as relevant and necessary. The PCM, in conjunction with other members of the Senior Management Team (SMT), will supports the Programme Manager in the development of programme strategy, with input into planning for future projects, research into opportunities for programme expansion into new fields, significant contribution to proposal writing, and the development of national and civil society partner relationships and partner development strategy – cross-cutting all Safer Communities disciplines.
DCAs programme in Libya/Tunisia
DCA’s programme in Libya commenced in 2011 in the wake of the uprising and was initially aimed at addressing the associated heavy contamination of Explosive Remnants of War (ERW). The programme has widened to address a broad set of needs under a Safer Communities banner, including training and development of Libyan authorities in addressing contamination with ERW, Armed Violence Reduction and Risk Education activities. The majority of these activities are implemented by Libyan community based organisations, supported in their work by our staff in Tunisia and in Libya.
The Libya Programme has secured funding for several activities for the next 48 months – however additional fundraising should be expected.
The posting is a non-family duty station and based in Tunis, Tunisia until Libya has become a more stable base. Travel into Libya is currently restricted, but could be expected at a later stage pending changes in the security situation. Experience with remotely managing and monitoring/evaluating partners and projects is highly valued.
Main tasks and responsibilities include
Act as the coordinator of international experts/project coordinators to monitor project progress and ensure that objectives are reached.
Act as the day-to-day focal point for international experts/project coordinators and project related issues and management of issues relating to partner relationships.
Ensure achievement of synergies between the activities implemented under the “*safer communities”* strategy.
Liaise with the FAM and TSM to ensure training needs, and administration requirements for training are met.
Ensure administrative and financial procedures are followed according to Donor and DanChurchAid guidelines.
Monitor progress of and, if necessary, revise project activities and work plans in coordination with PM & TSM
Prepare modifications to project documents, if and when necessary, and communicate them to the DCA HQ for further communication to the Donors.
Develop plan for facilitating proper documentation of capacity building and staff development
Maintain close communication with PM and with DCA staff at HQ level

Ability to coordinate several projects simultaneously - Proven coordination and liaison skills
Ability to maintain flexibility in an environment where change or revision to projects and planning is regular
Ability to fit well within a small team
Diplomatic skills and cultural sensitivity
Good spoken and written English language
Proven research and analytical skills
A working knowledge of log frames and developing indicators
Experience in remote management
Working experience or a developed knowledge of working in Middle East or North Africa desirable
A one year contract starting as soon as possible
