BACKGROUND
The Regional Head of Human Resources (RHHR) report directly to the Regional Director and functionally to the Head, Global Human Resources in the IUCN Headquarters in Switzerland. He/she will serve as both a senior member of the Regional coordination committee that Support organisational development of IUCN in Central and West Africa and the IUCN human resources team that helps set strategic direction and define priorities for IUCN’s broader engagement on operational work, systems and capacity building.

The Regional Head of Human Resources, will be responsible for building a dedicated and motivated workforce in the region and ensuring that global best practices in human resources management are implemented to support implementation of IUCN’s programme in Central and West Africa.
JOB DESCRIPTION
The RHHR specific duties include:

- Spearhead the HR function in IUCN at the regional level with respect to operations, systems, practices and policies while being directly responsible for managing the HR operational services for the Central and West Africa Regional Office in Ouagadougou;

- Liaise with relevant authorities for statutory requirements administration;

- Lead a cost-effective HR unit and highly motivated HR team in Central and West Africa to further strengthen HR, focusing on operations and systems and increasingly as a strategic function providing advice to senior management;

- Further develop a service and problem-solving approach to operations to facilitate and encourage initiatives in management and human relations in the region;

- Facilitate and provide technical support to the human resources function in the region, leading the exchange of knowledge and skills across all human resources professionals and ensuring HR has the adequate capacity to deliver;

- Set parameters for and oversee the implementation of HR policies and systems in line with global IUCN standards, in the areas of compensation, rewards, performance assessment, job classification, managing of staff relations, staff welfare and maintenance, and the HR management information systems,

- Carry out personnel and contract administration of regional staff reporting to the Regional Director including follow up on related employment benefits such as medical, accident and life insurance, pension and other benefits then liaise with the Headquarter on these and provide guidance to HR focal point in country offices on personnel administration matters,

- Recruitment and appointment: Coordinate and execute the recruitment process of staff, and induction programme for new recruits, ensuring compliances of contracts with local laws and regulations and IUCN policies and procedures.

- Document and apply labour laws in all countries in the region as they relate to PACO personnel working in different countries and contracts.

- Develop capacity building and career development programmes that allow understanding, leveraging and crafting capabilities and competencies at all levels in the region;

- Oversee the administration of benefit programs including medical insurance, health disability/accident insurance, life insurance and retirement and, lead annual review of global benefits programs to ensure they are competitive and consistent with the company objectives

- Being a member of the senior management team (SMT) and especially provide advice on change management issues.
