Senior Project Management Officer
ORGANIZATIONAL CONTEXT
Under the direct supervision of the Deputy Representative, the primary function of the incumbent is to coordinate and manage the NADA Project. He/she will manage the project including the planning, the delivery and the reporting, including direct liaison with relevant stakeholders; national and local authorities, civil society actors, INGOs, NGOs etc.
The Senior Project Management Officer plays a very important role in maintaining harmonious and effective partnerships, and often interact with implementing partners. As a result, the incumbent needs to be very mindful of all dimensions of partnerships in interaction with partners (in accordance with the Principles of Partnership, the Code of Conduct and other relevant documents).
FUNCTIONAL STATEMENT
Accountability
- Quality assurance of the project is in accordance with applicable UNHCR rules and regulations is maintained.
- A project monitoring plan is in place and implemented in collaboration with multi-functional teams (MFT).
- Assurance of project implementation and delivery of expected results within budget/resources, timeframe, and in accordance with project agreements is provided.
- Performance delivery and financial expenditure are reported to the donor in a timely and accurate manner.
Responsibility
- Negotiate and agree with the partner agencies and the donors on the broad outcomes and targets under this project.
- Coordinate with the partner agencies on joint activities under this project.
- Consult and engage relevant authorities, at national and local level.
- Steer the consultation and cooperation process with relevant stakeholders in UNHCR (Divisions, Regional Bureau, Regional Office, Country Office) on activities to be implemented under this project, and ensure timely decision making.
- Engage the relevant operational partners.
- Monitor progress, and provide support and guidance, keeping different internal and external stakeholders informed of the project and sharing lessons learnt.
- Manage the resources, including tracking of expenditures and report to donors on achievements and expenditures.
Authority
- Report on financial and operational performance and risks related to project.
- Advise on improvements related to project management and internal controls.
- Contact implementing partners for project related matters.
- Have unlimited access to financial and operational records relating to projects
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree in Social Sciences, Demography, Statistics, Information Technology, Geography, Political Science, Law, Business Administration, Humanities, Accounting, Finance, Public Administration, Economics or related field, or university degree in another field combined with a professional qualification in accounting, auditing or finance (CPA/CIA or equivalent).
- Minimum 10 years of previous job experience in the field of accounting/finance, project management, business analysis, quality assurance and/or risk management, of which at least 5 years in an intergovernmental organization (United Nations or similar).
- Field experience.
- Good understanding of project and resource management.
- Strong understanding of the principles and concepts of international protection and UNHCR.
- Excellent computer skills, particularly in data management and data dissemination, MS Office applications as well as excellent drafting skills.
- Excellent knowledge of French and working knowledge of English.
DESIRABLE QUALIFICATIONS & COMPETENCIES
- Technical expertise in registration, individual case management and identity management systems, including proGres, in refugee and internal displacement situations.
- Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in a variety of geographical locations and operational contexts.
- Familiarity with planning, programming and implementation of registration operations at the field levels, including strategic planning, project development, budgeting and resource mobilization.
- Professional qualification in accounting, auditing or finance (CPA/CIA or equivalent).
- Project management accreditation highly desirable.
- Former experience with EC funded projects, in management and reporting.
- Risk management certification.
- Good knowledge of UNHCR systems (such as Focus).
- Good understanding of the workflows of major Enterprise Resource Planning financial modules (such as PeopleSoft, SAP or Oracle).
- Working experience with accrual accounting (such as IPSAS or IFRS).
- Knowledge of refugee law.
- Good knowledge of UNHCR¿s programmes.
- UNHCR Protection Learning Programme.
