IFES is implementing a program focused on providing technical assistance to the Central Election Commission in Kosovo. For a component of the program specifically focused on voter addresses in Kosovo, IFES will require a GIS-support expert to provide technical advice and support to the program and to the CEC.
The GIS-support expert will be required to work alongside CEC and IFES to establish and develop a GIS system, and to develop internal capacity within CEC to maintain/operate the system and processes for the allocation of voters to their polling center by address. Specific to these requirements the expert will be required to conduct the following:
Establish GIS systems within the CEC to meet the following minimum requirements:
Provide clear demarcation of all municipality, village, cadastral zone, and polling center boundaries.
Integrate, display, and allow selection and identification of address units including streets, street-parts/segments, and address objects/entrances.
Integrate and display locations of schools and other buildings as required.
Allow the demarcation of polling center boundaries on the basis of polygons and geographic units such as cadastral zones or others as required.
Allow the extraction of GIS data contained within demarcated areas into table format for upload to external systems. Extracted data to include at minimum municipality, village, street, street-segment, and address object.
Generation of statistical and other reports as required.
Ability to produce digital and printed maps from national level to polling center level as required.
Ability to upload and report voter, census or other demographic statistics by administrative or electoral area.
Develop, setup, and configure the GIS system including:
Initial setup and configuration of all required software, add-ons, and tools as required to meet systems requirements.
Assist in liaison with data acquisition sources including cadastral and civil registration authorities to ensure integrity and compatibility of GIS source data.
Import and integration of geospatial and orthophoto data from the cadastral agency and other sources into the CEC GIS system.
Training and Capacity Building of CEC GIS Staff:
Work in a collaborative manner with CEC IT personnel to ensure transfer of knowledge and the capacity development of CEC staff.
Conduct direct hands-on training of CEC staff in the GIS tools, and any other applications or interfaces developed for the GIS system.
Ensure that all systems, tools, and other utilities are fully documented and provide a walk-thru and handover for CEC staff.
Document all configuration details and provide a walk-thru and handover for CEC staff.
Conduct a skills and training assessment and make recommendations for any formal training requirements that may be required to ensure that CEC staff have the skills and knowledge necessary for the ongoing operation and maintenance of the CEC GIS system.
The GIS expert should provide direct support to CEC for the initial phases of the polling center demarcation process. This period of direct support should include the development of maps, and the extraction of address data for the initial polling center areas.
The GIS expert should be available to provide additional support as required.
Proficient in GIS, especially ArcGIS
Experience with address structures
Experience with mapping surveys
Familiarity with elections and voter registration
