NRC in Lebanon

NRC has been present in Lebanon since 2006, initially assisting Lebanese displaced persons and later Palestinian, Iraqi and Syrian refugees. NRC has been providing Education, Shelter since 2006, ICLA since March 2012 and WASH since 2014.  Through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face.  NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle.  In all NRC projects, our experts work together to maximise the impact of our activities.

 

Role Specific Information

The Community Management and Coordination (CMC) programme started in 2013 as the Camp Management response to the Syrian refugee crisis in Lebanon. In 2014 the Lebanon CM response was named Collective Site Management and Coordination (CMC) to fit the informal nature of the camp response, and to include collective shelter and collective centre management and coordination; in 2016 it was renamed Community Management and Coordination to include targeting of refugee communities outside of collective sites. NRC implements CMC in over 120 informal camps in the Bekaa and nearly 100 in the North, reaching over 25,000 refugees from Syria. The project to target refugees living outside collective sites (the Urban Displacement and Out of Camp – UDOC – approach) in the North of Lebanon has just started, and will be expanded in 2017.  In addition, during the second half of 2016 the CMC programme incorporated a Multi-Purpose Cash component – this will be expanded during 2017. 

The Community Management and Coordination Specialist is responsible to design, develop and oversee implementation of the CMC program in Lebanon. The following is a brief description of the role.

Generic responsibilities:

  • Develop Community Management and Coordination core competency (CC) strategy, technical guidance and Macro LFAs.
  • Compliance with and adherence to NRC policies, guidance and procedures. 
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  • Identify trends, technical standards, and donor priorities.
  • Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes..
  • Provide systematic training and build capacity of technical staff.
  • Represent NRC in relevant forums/working groups, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

  • Ensure harmonisation and consistency across CMC projects implemented in all field offices.
  • Support development and implementation of the UDOC pilot project in the North of Lebanon, in line with global NRC UDOC principles and approaches, and expansion to further areas
  • Ensure appropriate assessments and needs analyses
  • Ensure strategic partnerships are developed and functional 
  • Ensure harmonisation of CMC methodologies in Lebanon are continued through coordination with the CSMC (Collective Site Management and Coordination) Task Force and the Protection Working Group, taking a leading role if required.

 

Our Ideal Candidate:

We are looking for a university graduate and senior advisor, with a minimum of 3 years previous experience strategizing, developing and monitoring out of camp/urban shelter programmes.  Experience working in complex and volatile contexts, in particular in the Middle East.  Technical CCCM/UDOC CC expertise or in protection community based programs. Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal. Data management and monitoring and evaluation experience are also highly desired.

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.
