Purpose of the Position:

To update the Timor-Leste Education Contingency Plan.

 Key Accountabilities and Duties & Tasks:

  1. Desk review to input into situation analysis and identification of risks
  2. Support facilitation of Training on Education in Emergencies (EiE)
  3. Together with the Cluster Leads, lead the Education Contingency Plan consultation workshop to get inputs from key stakeholders (MOE, UNICEF, Plan International, other UN agencies, INGOs, national NGOs, CSO representatives and possibly representatives from other Clusters). The workshop will be done back-to-back with the EiE training
  4. Conduct bilateral meetings with the MOE and key stakeholders including collecting information to update the Mapping of Partners, and status of pre-positioned supplies, and additional inputs to the Plan
  5. Prepare draft Contingency Plan using a format agreed by the MOE and key stakeholders, including updated mapping of key partners and their responsibilities in case of emergency, mechanisms for updating sections of the Contingency Plan
  6. Presentation of draft Contingency Plan to the MOE and key stakeholders, including a concise version
  7. Finalization of Contingency Plan


  1. Desk review report (Mid-January)
  2. Summary of notes from training (end January)
  3. Workshop Report (End January)
  4. Annotated draft of the Contingency Plan(first week February)
  5. Draft Plan (Mid-February)
  6. PowerPoint presentation of key points on the Plan (third week February)
  7. Final version of the Contingency Plan and a user-friendly concise version (mid-March)

Qualifications of Successful Candidate

  •  University degree, preferably in Education, Social Sciences, Economics or other related field
  • At least 4 years of work experience in Education in Emergencies (EiE)
  • Demonstrated understanding of INEE Minimum Standards
  • Good facilitation skills
  • Excellent written and oral English
  • Fluency in Tetum and/or Bahasa an advantage
  • Ability to deliver quality report in aligned with UNICEF publication guideline
