Position: Project Coordinator -ICLA (Information Counselling and Legal Assistance)
Reports to: ICLA Project Development Manager
Supervision of: ICLA staff in Ankara Or Gaziantep
Duty station: Ankara Or Gaziantep
Travel: 20%
Duration and type of contract: 11-months contract

1. Role and responsibilities

The purpose of the ICLA Coordinator position is to implement the delegated ICLA project portfolio.

The following is a brief description of the role.

Job description

  • GENERIC RESPONSIBILITIES:
  • Line management of ICLA project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of ICLA projects (activities, budget and project documentation) as delegated from PDM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to PDM.
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of refugees in line with the advocacy strategy

  • SPECIFIC RESPONSIBILITIES:
  • With the PDM, assist in development of new project activities
  • Ensure ongoing review and monitoring to enable improvement of projects
  • Monitor concerns of refugees in order to adapt project implementation
  • Support in the provision of technical support to ICLA officers on provision of legal advice, mediation of collaborative dispute resolution solutions (CDR) and case management of legal cases.
  • Manage case review meetings with ICLA officers to provide support on case management and provide procedural advice.
  • In consultation with the ICLA PDM, coordinate and facilitate capacity building trainings for humanitarian partners, local authorities and displaced community leaders
  • Ensure compliance by the ICLA Officers with ICLA policies, and implementation of ICLA case management and M&E tools;
  • Implement HR related processes (recruitment, orientation, training, performance appraisal) with respect to the ICLA Officers
  • Ensure compliance by the ICLA Officers with NRC’s Human Resource, Financial, Logistics & Security policies and procedures;
  • Regularly attend relevant Sector coordination meetings in the area of operation to represent ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced persons facing Registration/Civil Documentation or Housing, Land & Property (HLP) challenges, and contribute to the provision of effective and timely humanitarian assistance to displaced persons
  • Foster productive relationships between ICLA and local authorities / humanitarian partners
  • Promote synergies between ICLA, Education and Livelihoods within NRC
  • Any other task relevant to the position as requested by by the line manager.

Qualifications

  • PROFESSIONAL COMPETENCIES:
  • Experience from working in an ICLA project implementation position in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

  • Context related skills, knowledge and experience:
  • Knowledge of legal assistance work in Turkey especially with refugees
  • Experience with starting new projects
  • A University degree in law is an asset and it is preferred; alternatively, a degree in social science, political science or related subject could be considered
  • At least 4-5 years’ experience from working in a Protection or legal assistance implementation position in a humanitarian/recovery context, including the delivery of technical capacity building trainings
  • At least 4-5 years’ experience in project coordination, including supervision of staff and ensuring compliance with internal policies and procedures
  • Experience working with Syrian refugees in desirable
  • Significant experience in monitoring, evaluation and reporting on project activities
  • Extensive knowledge of the political and humanitarian situation in the target areas
  • Understanding of cross-cutting issues, such as gender, education, youth and environment
  • Understanding of humanitarian/civil society issues in Turkey
  • Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Sector)
  • Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
  • Fluency in written and spoken English, Arabic is an asset
  • Turkish national
