Aim:

DRC is currently implementing a project on Livelihood possibilities for refugees within the Turkey context. This project is focusing on enhancing economic self-reliance through provision of technical skills, vocational skills training and job placement. The project is also supporting livelihood opportunities through the provision of small business grant.

Who are we?

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, also providing intensive capacity building support, while also conducting direct implementation.

About the Job

DRC is looking for a Senior Livelihood Officer for its program in Turkey.

Duties and Responsibilities:

General Programming & Operations (60%):

  • Overall management of Livelihood Officer and Livelihood assistants

  • Overall management of all activities linked to Economic-self-reliance

  • Develop the Strategy for Economic-self-reliance ( Technical and vocational skills trainings, job placement) and support the development of new tools

  • Ensure that service mapping and actors mapping of all stakeholders involved in Livelihood in area are up-to-date

  • Analyze at all times the changing needs amongst Syrians, job opportunities and private sector to ensure that DRC provides relevant activities

  • Identify the need for relevant assessments  and support the team in undertaking them as well as focus group discussions amongst beneficiaries Identified by the project

  • Follow up expenses related to activities linked with Economic self-reliance

  • Promote and ensure a strengthened operational link between DRC LH beneficiaries, community centres and service providers

  • Ensure referral of beneficiaries to VT, job placement and small business grants activities

  • Provide regular reporting on indicators, achievements and challenges related to the project

  • Participate in facilitating and coordinating activities within the team and with other DRC’s departments

Management (20%):

  • Ensure a transparent and clear management of Livelihood officer and Assistants

  • Analyse team members’ capacity building needs and propose relevant plans

  • Promote an open and supportive environment for team members

  • Oversee that relevant work plans for projects are produced and that division of responsibilities amongst team members is always clear

  • Ensure that team members produce relevant weekly reports

  • Ensure and plan with the team relevant project monitoring visits

Capacity building (5%)

  • Support, guide and coach team members on technical and operational issues

  • Ensure that cross-cutting protection concerns are considered for all planned interventions.

  • Facilitate the continuous assessment process and provide support to staff conducting activities

Coordination (5%)

  •  Be proactively seeking for new partnerships for skills or entrepreneurship activities
  • Promote and ensure at all times a pragmatic and efficient dialogue as well as networking with Iskur, Local Institution, Private Institutes, workshops, National and international NGOs, local Authorities…

  • Coordinate with the rest of DRC Turkey team whenever needed
 Monitoring & Evaluation (5%)
  • Work closely with the monitoring team on monitoring and evaluation tools
  • Facilitate the qualitative and quantitative monitoring of the project through team meetings, focus group, post-assistance visits, regular reporting and any other monitoring tools.

  • Participate in the internal evaluation of the programme.
 Representation (5%)
  •  If requested by the Livelihood Manager represent DRC in livelihood working groups and interagency planning workshops
  • Any other duties as agreed with the Livelihood Coordinator and Manager
 About you:
 
 To be successful in this role, you must have the following qualifications:
  • University degree or higher education relevant to law, statistics, social sciences, or related field;
  • Bachelor’s degree or higher in international human rights, business management,  law, sociology, social work, or other relevant field
  • At least 1-2 years of relevant professional experience with a humanitarian aid Organization. Minimum 1 year in a similar position
  • Experience working in the field (preferably experience from Southern Turkey)
  • Experience with managing teams
  • Understands rights and protection issues of refugees, children and women - experience working with Syrian refugees is an advantage
  • Fluency in Turkish and English, both written and verbal.  Arabic is an asset.
  • Proven analytical and writing skills
  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required
  • Knowledge of business development
  • Budget Management
  • Data management

  •  Willingness to relocate to south/south-eastern Turkey, and to travel within and between provinces

  • Ability to cope with high workload and stress
  • An understanding of humanitarian/civil society issues in Turkey and the region
  •  Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment
  • Fluency in Turkish and English, both written and verbal.  Arabic is an asset.

We offer

DRC will offer the successful applicant a 1 year contract, renewable dependent on both funding and performance. You must be available to start work on 01 February 2017 and be willing and able to work in Antakya.

We offer a fair compensation package depending on your qualification and experiences as well as additional allowances such as relocation allowance and living allowances, if applicable. DRC Turkey is income tax exempted.
