It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil and Kirkuk.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.
The purpose of the Filed Office Coordinator position is to implement the delegated filed coordination portfolio. The post will be based in Salah Al Deen. Filed Office Coordinator will be reporting to Support Manager
Job descriptionManage support staff at field office level
Manage day to day HR & Admin, finance, logistics and security tasks of the field office
Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
Ensure adherence to Security and Risk Management policy and procedures
Coordinate and assist with budgets and costs for the field office’s shared costs and support functions
Provide support in the training and development of staff
Provide support to project implementation at field office level
Coordinate representation meetings with the UN, partners and authorities
Promote the rights of IDPs/returnees in line with the advocacy strategy
Responsible for setup and administration of Tikrit field office
Contribute to ad ensure that all necessary agreements, permits and licenses necessary for NRC’s operations are in place, and rules and regulations pertaining to the activities of NRC in the Governorate.
In cooperation with Support Manager-Baghdad, maintain adequate administrative management routines and systems and adhere to NRC policies, procedures and processes.
Ensure that archives are in use and maintained according to the NRC regulations.
Monitor cash flows and expenditures.
Provide input to required reports of the financial, logistical and administrative situation in the Programme.
Maintain a particular responsibility towards transparency and accountability within finance and administration.
In corporation with the Logistics coordinator in Baghdad, apply procedures for logistics, procurement, transport management, and warehouse accordance with NRC guidelines, policies and Code of Conduct.
Management of staff reporting directly to the Field office coordinator (Finance, Logistics, HR/Admin staff, security).
QualificationsGeneric Professional Competencies:
Experience from working as a Support Officer or coordinator in a humanitarian/recovery context
Previous experience from working in a humanitarian organisation
Documented results related to the position’s responsibilities
Specific skills, knowledge and experience:
Bachelor’s degree in related fields.

We offerThe starting salary for this position is IQD: 3,374,200 (monthly) and health insurance.
